Position Title: Payroll Manager
Reports To: Chief Administrative Officer
Department: Payroll
Location: Athens, AL
Position Summary:
The Payroll Manager is responsible for overseeing all company payroll functions, including certified payroll processes and compliance with Davis-Bacon Wage laws. This role requires strong knowledge of construction industry timekeeping practices, heavy interaction with field time systems such as HCSS HeavyJob, and expert-level proficiency in ADP Workforce Now for payroll processing and reporting.
Essential Job Functions:
Payroll Processing:
- Manage and process weekly payrolls for all employees using ADP Workforce Now
- Verify that all employee hours are recorded under the correct job, cost code, and wage classification to ensure proper payroll compliance for construction projects.
Payroll Software & Reporting:
- Process full-cycle payroll within ADP Workforce Now, including time import, adjustments, and earning codes.
- Generate, review, and analyze ADP reports such as payroll registers, labor summaries, wage detail reports.
- Troubleshoot ADP system issues and coordinate with ADP support when needed.
- Manage tax withholding, garnishments, deductions and compliance with ADP.
Certified Payroll & Compliance
- Prepare and submit certified payroll reports (WH-347 or online equivalents)
- Maintain compliance with Davis-Bacon Wage laws, prevailing wage rules, and fringe benefit allocations.
- Track wage determination and required classifications for project labor.
- Provide supporting documentation during audits and ensure full regulatory accuracy.
Construction Field Time Management
- Review, verify, and reconcile construction field time entries daily/weekly.
- Interpret data from HeavyJob or similar construction time-tracking system.
- Oversee review with field superintendents & foreman to resolve missing or incorrect time entries.
Interdepartmental Coordination
- Collaborate with HR, Accounting, Project Managers, and field crews to resolve payroll concerns.
- Provide guidance to supervisors and employees on payroll processes and time entry expectations.
- Deliver labor cost reports and payroll insights to management as needed.
Payroll Laws & Regulatory Compliance
- Stay up to date with Federal, State, and Local payroll laws, regulations, and tax requirements.
- Monitor changes in wage laws, labor classifications, and reporting standards affecting payroll.
- Implement necessary updates to payroll practices and systems to maintain full compliance.
- Ensure payroll processes align with Davis-Bacon requirements, prevailing wage rules, and certified payroll standards.
- Provide guidance to management and field crews on payroll-related regulatory changes.
Payroll Team Management & Leadership
- Lead, train, and supervise payroll staff to ensure accurate, timely, and compliant payroll processing.
- Assign workloads, set priorities, and monitor team performance to meet weekly payroll deadlines.
- Develop and document payroll procedures, best practices, and internal controls.
- Provide ongoing coaching and technical support related to ADP Workforce Now, certified payroll, and prevailing wage requirements.
- Review and approve payroll work completed by team members to ensure accuracy and compliance.
- Serve as escalation point for complex payroll issues, employee inquiries, and compliance concerns.
- Support cross-training and coverage planning to maintain payroll continuity.
- Perform other duties as assigned

- Physically able to stand, walk, sit, crouch, kneel, climb, and periodically lift 25 pounds
- Able to pass a pre-employment drug screen
Education and Experience:
- High school diploma required, associate or bachelor’s degree in business, accounting, or related field preferred.
- 3-5 years of payroll experience, preferably in the construction industry
- Advanced proficiency in ADP Workforce Now payroll processing and reporting
- Strong understanding of Davis-Bacon Wage laws and certified payroll requirements
- Knowledge of construction industry payroll practices and cost coding.
- Experience with HeavyJob or similar field time-tracking systems.
- Understanding of payroll taxes, deductions, and compliance requirements.
