Utilities Maintenance Technician II

Non-exempt (compensatory and/or overtime eligible); full-time; 40 hours per week; Monday – Friday; 7:00 a.m. – 3:30 p.m.; full-benefits

This position will assist in the operation, repair and maintenance of water distribution and sewage collection systems. Supervision is received from the Utilities Systems Maintenance Supervisor.

NOTE: The upper pay range reflects possible wage rates for internal County transfers and promotions, which are calculated per County policy.

• Cleans and maintains tools and equipment
• Locates and repairs leaks in water distribution and wastewater collection mains and services
• Perform duties in confined spaces, utilizing departmental safety equipment, policies, and procedures
• Excavates and backfills trenches
• Installs and removes various types of trench shoring
• Cuts mains, lines, and pipes utilizing saws and pipe cutters
• Performs water main taps under pressure or following main shutdowns
• Operates dump trucks, excavators, skid loaders, wheel loaders, tractors, and snow plowing equipment
• Clear and mow water and sewer rights-of-ways
• Perform traffic flagging activities for work zones on State and County highways
• Maintain and stock maintenance vehicles
• Repair and replace commercial water meters
• Repair and replace fire hydrants
• Lay temporary and permanent asphalt
• Works after hours, weekends, and holidays, in varying weather conditions, to repair the water system or any other utility emergency

• Perform other related duties as required

The qualifications/requirements, knowledge/skills/abilities and physical requirements or working conditions described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.  

• High school graduation or the equivalent
• Minimum 3 years of pipefitting work experience, installing current, modern utilities for municipal water and sewer systems
• Some work experience operating heavy equipment (e.g. backhoe, trencher, etc.)
• Valid certification issued by MD Board of Waterworks and Waste Systems Operators as a Class 1 Water Distribution System Operator or Class 2 Wastewater Collection System Operator - OR - valid certification as a Class 1, 2, 3 or 4 Water Treatment Plant Operator certification and/or Class 1, 2, 3, 4 or 5 Wastewater Treatment Plant Operator - OR - the ability to obtain the necessary certification within 18 months after hire. (Failure to obtain necessary certification will result in demotion to the appropriate Tech position)
• Possession of a valid Maryland Commercial Class Restricted A driver's license with air brake and tank truck endorsements

• Ability to maintain County Authorized Driver privileges
• Ability to use line locating and leak detection equipment
• Ability to use hand and power tools
• Ability to read maps and technical diagrams
• Basic knowledge of water distribution and sewage collection system operation and maintenance
• Knowledge of basic underground construction site safety procedures
• Strong written and spoken (English) communication skills, including the ability to accurately complete forms and reports and the ability to understand and follow written and spoken instructions

• While performing the duties of this position, the employee is required to constantly walk and reach; frequently stoop/kneel/crouch, lift up to 50 pounds, push up to 40 pounds, pull up to 40 pounds and drive; occasionally sit, climb/ascending/descending, lift over 50 pounds, push over 40 pounds, pull over 40 pounds, and perform repetitive motions; and rarely crawl  
• While performing the duties of this position, the employee is required to constantly work dirty environments, near machinery, chemicals or fumes, and with protective equipment required; frequently work indoors, outdoors, walk on uneven ground, work at heights, below ground level, in noisy environments, and with a potential exposure to infectious diseases; occasionally in cold temperatures (below 32 degrees); and rarely in hot temperatures (above 100 degrees)

• Available for rotating on-call schedule and emergency situations
• Promotion to higher classification is obtained by participating in and meeting criteria in the Division's Skill Based Classification program (on-the-job training), the inability to successfully meet these requirements may result in demotion to a lower classification or termination
• In concert with the Public Health Security and Bioterrorism Preparedness and Response Act of 2002, verification of employment eligibility and a criminal background check may be conducted
• This position is designated as security-sensitive, requiring satisfactory background investigation, conducted by the Frederick County Sheriff's Office, in accordance with established Frederick County policy
• This position is considered essential in the event of an emergency or other event as determined by DUSWM administration
