One year or more of responsible job-related experience.
B. WORK EXPERIENCE
2 years working experience in office environment, county government or court system. Or, any acceptable combination of equivalent training and/or experience. Previous experience with real estate transaction, legal descriptions and other property records preferred. Experience with deed reading and writing preferred.

Position Description Non-Exempt
OVERALL OBJECTIVE OF JOBThe Land Records Technician is responsible for land records, deeds, title research and support of the UPI (Uniform Parcel Identifier) program. This position works closely with deeds, legal descriptions, mortgages, subdivision plans and GIS maps to determine map and record changes needed.
ESSENTIAL FUNCTIONS OF JOB
1. Conduct deed research by verifying UPI accuracy, working with Title companies, Attorneys and Surveyors.
2. Responsible for the activities of the UPI program.
3. Works with Recorder of Deeds staff, as necessary, for UPI program support.
4. Perform extensive research to correct problems in recorded documents or related maps and
assessment records.
5. Work with detailed legal descriptions relating to subdivision plans and plots in completing
verification of lot metes and bounds as well as completing new subdivisions and issuing
new UPI numbers.
6. Handle customer requests for information regarding property owners, addresses, and map products, etc.
7. Responsible for reviewing and processing transfers relating to property ownership.
8. Assist with problem solving, procedure development.
9. Assisting Assessment department, other GIS staff and other taxing entities.
10. Handle training and administrative activities.
11. Conduct record maintenance following written procedures.
12. Work with GIS software to maintain accuracy.
13. Maintain Excel spreadsheets of daily property transfers.
14. Perform other duties, tasks and special projects, as required
15. Performs “deed work” by studying legal records to establish boundaries of properties
16. Resolves problems/discrepancies with titles (Deeds) and value changes.
OTHER DUTIES OF JOB
1. Attends meetings and/or training sessions as required.
2. Assists staff with clerical duties in absence of other clerical staff members, or as needed.
3. Performs other job-related duties as required.
SUPERVISION RECEIVED
Receives occasional instructions and some supervision from department Supervisor in regard to daily work duties.

WORKING CONDITIONS
1. Works indoors in adequate office space, lighting and ventilation, but subject to fluctuations in temperatures.
2. Works with average indoor exposure to noise and stress, but subject to frequent disruptions.
3. Below normal indoor exposure to dust/dirt.
PHYSICAL/MENTAL REQUIREMENTS
- The employee is frequently required to stand, walk, sit, and talk or hear.
- Occasionally, the employee will need to kneel, stoop, crouch or squat; climb stairs; and drive a vehicle during working hours.
- On rare occasions, the employee will need to reach or work with arms above shoulder height; bend, twist or rotate at the waist; and taste or smell.
- Ability to work with computer terminals and PC for long portions of the workday

4. Ability to work with Recorder of Deeds, Assessment and GIS Systems
5. Ability to use microfilm viewer/printer
6. Must be able to speak and understand the English language in an understandable manner in order to carry out essential functions of job.
7. Must possess good communication and interpersonal skills.
8. Must possess ability to function independently, have flexibility and the ability to work effectively with clients, co-workers and public.
9. Knowledge and skill with reading and interpreting legal descriptions, map reading.
10. Knowledge of database and spreadsheet access.
11. Ability to interpret simple and complex legal documents of many types including deeds, satisfactions and assignments
12. Must possess ability to maintain confidentiality in regard to client information and records.
13. Must possess the technical knowledge of operating personal computers and other office equipment with accuracy and reasonable speed.
14. Must possess general knowledge of modern office practices and procedures and ability to apply same to essential duties of job.
15. Must possess knowledge and ability to practice current and accurate usage of grammar, spelling and filing procedures.
16. Must possess ability to adhere to prescribed departmental procedures.
17. Must possess ability to perform simple math calculations with accuracy and reasonable speed.
18. Must possess ability to learn county and legal rules, procedures and practices as necessary within department.
19. Must possess strong customer service skills and dealing with the public.
20. Strong ability to organize and prioritize and work under pressure and deadlines.
21. Ability to work with key agency staff and other senior staff to accomplish the UPI/ GIS mission.
22. A valid driver’s license is required.
