JOB SUMMARY
Four Winds Staffing is partnering with Council Oak Comprehensive Healthcare, the Muscogee (Creek) Nation’s comprehensive medical campus in Tulsa, Oklahoma, to place a qualified Occupational Therapist. The 336,385 sq. ft. campus offers both inpatient and outpatient services along with on-site lodging for patients and their families. The Occupational Therapist will plan, develop, direct, and coordinate occupational therapy activities for inpatients and outpatients within the designated service area of the Muscogee Nation Department of Health, delivering evidence-based, culturally respectful care to the communities served by the Nation. This is a non-exempt position under the provisions of the FLSA.
MINIMUM QUALIFICATIONS
Education
Completion of an accredited program for Occupational Therapists recognized by the Commission on Accreditation of Occupational Therapy Education (ACOTE) or approved successor organization.
Experience
Minimum of one (1) year of relevant experience preferred.
Licenses & Certifications
Incumbent must possess and maintain:
- A current Occupational Therapy license issued by the Oklahoma Medical Board of Licensure and Supervision.
- Current BLS (Basic Life Support) certification.
KNOWLEDGE & SKILLS
- Knowledge and experience of the principles and procedures of Occupational Therapy and its relationship to health, treatment, and prevention of disability, quality of life issues, and interdisciplinary interaction through supervision and monitoring of an Occupational Therapy Program.
- Ability and skill in assessment, planning, and carrying out treatment modalities, patient education, and discharge planning for a variety of inpatient and outpatient situations.
- Knowledge of major aspects of patient management such as evaluation, treatment planning, and administration.
- Knowledge of personnel and rehabilitation services management practices, methods, and principles.
- Ability to develop and monitor quality assurance plans in accordance with applicable rules, standards, regulations, policies, and procedures.
- Proficiency with personal computers and general office software in a Windows environment.
- Ability to plan, organize, and prioritize work.
- Ability to communicate effectively with patients, medical staff, administrative staff, healthcare professionals, and the general public, both orally and in writing.
- Ability to remain calm and respond quickly in high-stress situations as needed.
ESSENTIAL FUNCTIONS
Satisfactory job performance will be determined by successful execution of the following:
- Interpret physician orders and provide direct patient care through evaluation and treatment programs, including instruction to patients and their families in specific occupational therapy programs.
- Plan and carry out occupational therapy for general and surgical patients.
- Teach exercises and movements to be performed by patients to prevent the occurrence of deformities or to lessen the impact of deformities; educate patients and family to facilitate skills in areas of occupation.
- Perform special tests to carry out complex procedures, determine the degree of muscle reactions to tests, and interpret results.
- Assess the level of patient care on a continuing basis and update procedures as necessary.
- Provide consultation and evaluation of occupational therapy services to physicians, nursing, and other professionals at the service unit using tact, good judgment, and persuasiveness.
- Attend medical staff rounds on a regular basis to stay updated on inpatient problems and recommend appropriate occupational therapy intervention.
- Maintain clear and accurate records on patients seen in accordance with established policy.
- Provide legal and ethical supervision of occupational therapy assistants, assuming responsibility for the patients served by the assistant.
- Adhere to federal and state legislation, regulations, and policies, and apply the professional Code of Ethics and standards of practice that affect occupational therapy practice and guide ethical decision making.
- Participate in continuing education for professional development to ensure practice consistent with best practice and to meet licensure requirements.
- Maintain and clean equipment used by the department and demonstrate responsible and proper use of supplies.
- Maintain regular attendance.
- Perform other duties as required.
WORK ENVIRONMENT
Work is performed in an inpatient and outpatient healthcare setting. There is common exposure to infectious and communicable diseases, potentially hazardous chemicals, and biohazardous materials. The role may include exposure to hostile and/or emotionally disturbed patients, families, and visitors. The incumbent must be aware of all risks and be willing to take precautions as requested and required.
PHYSICAL DEMANDS
Work in the ambulatory healthcare setting requires considerable walking between exam and treatment rooms and long periods of moving about the work unit. Work requires regular and recurring bending, stooping, stretching, kneeling, and lifting of patients or similar activities.
COMPENSATION PACKAGE
Weekly pay breakdown based on a 40-hour work week with GSA per diem applied for Tulsa, OK (FY 2026 standard CONUS rate). Lodging and M&IE stipends are paid tax-free when the candidate qualifies as away from their tax home under IRS guidelines.

Notes: Overtime is paid at 1.5× base ($57.00/hr) for hours worked beyond 40 in a week. M&IE is reimbursed at 75% ($51.00) on first and last travel days per GSA policy. If facility-provided lodging is utilized, the lodging stipend will be adjusted accordingly. Per diem eligibility requires a qualifying tax home and a temporary assignment under 12 months per IRS rules.
