Under minimal supervision, performs quality assurance support for the Quality Assurance (QA) and Quality Control (QC) team. Typical job duties will routinely require knowledge and use of standard quality assurance techniques and procedures.

Perform QA functions in support of project mission or program objectives.

Represent QA/QC at planning, review, or status meetings

Perform surveillances and assessments in accordance with the applicable procedure

Assist in the preparation of project assessment or surveillance schedules, activity plans for the QA function, and audit reports (internal and external), noting issues and verifying effective corrective action

May assist project management in developing an orientation program to ensure project teams are familiar with the requirements of the Quality Assurance Program Description

Serve as QA lead on execution projects commensurate with QA Specialist qualification levels as assigned

Assist in or perform causal analyses and develop corrective action plans

Act as an assessor or lead assessor and may follow up on assessment findings and corrective actions

Generate and maintain project QA records

Maintain knowledge of and demonstrates ability to perform work safely in accordance with all approved safety policies, procedures and applicable regulations and performs assigned duties in a safe manner

Actively participates in Safety Work Groups

Planning and preparation of quality assurance documents and procedures, and assisting all levels of division or project personnel in quality related matters

Maintain a comprehensive understanding of the concepts, principles, standard practices, techniques and methods applicable to quality assurance efforts

Provide the results of surveillances and assessments to line management

Responsible for planning and executing standard quality assurance techniques, standards, procedures and policies and being capable of devising new approaches to problems encountered

Authorities

This position is delegated authority to execute and implement the FRNP Quality Assurance Program which flows down requirements of NQA-1-2008 (with addenda through 2009), Quality Assurance Requirements for Nuclear Facility Applications, DOE Order 414.1D, Chg1, Quality Assurance, and EM-QA-001, DOE Office of Environmental Management Quality Assurance Program, Rev 1.

Authority to raise Quality, Safety, and Compliance issues to FRNP Management at any time and for any reason.

Exercise "stop work activity" authority as appropriate. Direct any employee at Paducah site to take appropriate actions to ensure safe operations, or to achieve compliance with FRNP requirements.

Use FRNP programs and policies to address concerns and employment issues.

Accountable to Quality Assurance/Quality Control Program Manager for the effective discharge of duties as defined in relevant FRNP policies, regulations, and procedures.

Accountable to HSSQ Director and FRNP Management for the accuracy and availability of Quality Assurance Program information, reports, and records.

Meet expectations for quality and quantity of work, and provide ideas for improvement opportunities.

Accountable for execution of applicable FRNP policies and procedures.

Training Requirements

All Plant Basic and Site Access Requirements, as assigned.

Required Reading, as assigned.

FRNP QA Specialist Training Position requirements, as assigned.

Job-specific training includes: HAZWOPER (24 or 40 hour), Radiological Worker II, NQA-1 assessor, root cause analysis, human performance improvement and evaluation, interviewing techniques, incident investigation, and issues management.

Minimum Requirements

Quality Specialist II – Quality Specialist Senior

BA/BS degree in a related field and commensurate level of experience with implementation of quality system requirements in a nuclear facility and/or deactivation setting is required for the position as indicated below. Knowledge is based upon a comprehensive understanding of the concepts, principles, standard practices, techniques and methods applicable to quality assurance efforts.

Highly developed interpersonal/communication skills

Intermediate level PC skills including Microsoft applications

High level of attention to detail

Consideration for experience related to requirements of NQA-1-2008 (with addenda through 2009), Quality Assurance Requirements for Nuclear Facility Applications, DOE Order 414.1D, Chg1, Quality Assurance, and EM-QA-001, DOE Office of Environmental Management Quality Assurance Program, Rev 1.

Quality Specialist II 1-7 years of experience and intermediate level knowledge of requirements

Quality Specialist III 7-10 years of experience and advanced level knowledge of requirements

Quality Specialist Senior 10-20 years of experience and expert level knowledge of requirements

Strongly Preferred

Current NQA-1 Lead Auditor Certification

Classroom Instructor Qualification

Working Conditions - Inside

Work in an office at a normal environmental restoration atmosphere (outdated and/or abandoned facilities or industrial field environments). May also work at off-project sites representing the organization at various types of locations throughout the community for business purposes. Potential exposure to equipment movement hazards, dangerous chemicals/solvents or hazardous and radioactive materials if proper safety procedures are not followed.

Ability to perform sedentary to light work, exerting up to 50 pounds of force occasionally (any exertion of force/lifting greater than 45 pounds requires usage of a two person "buddy system"), non-repetitive, up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly, repetitive; performing such activities as lifting, lowering, carrying, pushing, pulling, standing, walking, grasping, kneeling, stooping, reaching.

Ability to perform primary office duties including heavy computer usage.

Working Conditions - Outside

Work in an environmental restoration atmosphere (outdated and/or abandoned facilities). Potential exposure to equipment movement hazards, dangerous chemicals/solvents or hazardous and radioactive materials if proper safety procedures are not followed.

Ability to wear respirator and other protective equipment to enter various types of potentially hazardous areas (such as but not limited to chemical, dust fumes, mists, heat stress factors, etc.).

Ability to carry several instruments/equipment or tools while walking extensively. Potential prolonged walking/standing, repeated pushing/pulling.

Ability to perform medium work, exerting up to 50 pounds of force occasionally (any exertion of force/lifting greater than 45 pounds requires usage of a two person "buddy system"), and/or more than 20 pounds of force constantly, repetitive; performing such activities as lifting, lowering, carrying, pushing, pulling, standing, walking, grasping, kneeling, stooping, reaching.

Potential for prolonged driving of or riding in a motor vehicle, machine operation, and/or working around moving equipment/machinery or motorized vehicles (such as but not limited to car, truck, golf cart, gator, heavy equipment).

Ability to work in confined areas, tanks, heat stress conditions, high noise and areas with radiation and chemical hazards.

Environmental conditions may include weather or temperature extremes, inclement weather (such as but not limited to wind, rain, excessive heat, excessive cold, snow/ice, etc.)

May be required to operate company vehicle during the course of work. All safety and DOT regulations and procedures must be adhered to at all times.
