Position Summary: Under the direction of the Director of Compliance and Property Management Director, the Senior Compliance Analyst will work directly with the Director of Compliance, Associate Director, and Compliance Trainer. This position assists and assures full compliance of all the Foundation Communities’ programs. Our goal is to maintain the organization is good standing with federal and state agencies, as well as all of our various compliance funder requirements.

The Senior Compliance Analyst needs to be well versed in all of the guidelines and regulations pertaining to Foundation Communities’ compliance programs, such as Low Income Housing Tax Credits (LIHTC), HOME, TCAP Replacement Funds, HUD Section 8 Voucher, Housing Trust Fund, Neighborhood Stabilization Program (NSP), and Section 811. 


Essential Job Functions: 

Oversee timely completion of approvals of all recertification and new move in files. 

This consists of :

• Maintain lease up reporting for City of Austin & TDHCA

• Send out leasing updates to property and management staff

• Maintain compliance specific requirements/set asides

• Ensure property is leasing according to property set asides

• Maintain full knowledge of the rules and regulations of each compliance program.

• Attend training on a regular basis to stay current with any program changes and/or updates.

• Process files for 811 & Tax Credit parties when compliance analyst absence

• Oversee and/or perform all data entry relating to the on line reporting.

• Match files received and approved to monthly report to verify income, rent, HH size, etc. is being

noted on the compliance report correctly.

• Match IC’s to compliance report and files approved to be sure all information on IC match’s what

was approved

• If file was not received, ask for approval page from property staff.

• If IC and all necessary forms are incorrect, request corrected pages to be scanned and saved to

the server.

• Monthly compliance report information updated to TDHCA/CMTS and MDSI each month for

applicable properties.


Other Duties & Responsibilities:

• Assist the Director of Compliance and Compliance Trainer with all compliance related issues.

• Assist with the 811 Coordinator on all the 811 applicants and tenants

• Oversee and/or perform review and approval of all new lease files submitted by each property

for compliance purposes.

• Oversee and/or perform review and approval of all lease files submitted by each property for

annual recertification for all applicable properties

• Additional duties as assigned.

Skills Preferred: 

• Must be computer literate with working knowledge of Excel, Adobe (PDF) Writer, Word and

OneSite (Property Management software).

• Excellent Customer Service skills.

• Excellent written skills.

• Detailed oriented while exercising accuracy.

• Ability to follow direction and provide oversite to critical reporting deadlines.

• Excellent mathematical and analytical abilities

• Dependable with positive attitude.

• Excellent organizational and time management skills

• Ability to handle pressure related to deadlines.

Minimum Qualifications (experience, education, credentials, language): 

• Thorough knowledge of Federal, State and City Compliance Program Requirements

• College preferred but a degree is not necessary.

• A minimum of 6 years experience in the Affordable Housing Compliance field

• At least one or more of the following Certifications preferred: Tax Credit Specialist, Housing

Credit Certified Professional or Certified Occupancy Specialist

Lease-Up Duties:

• Print new applicant packets to train staff at new property prior to lease-up

• Provide on-site assistance to new properties during the initial lease-up process

• Review all new applicant files to ensure accuracy of income/asset calculations

• Approve/deny applicants and update the Compliance Report as new move ins occur

• Oversee corrections of initial files and provide to funders as requested


Physical Demands/Work Environment: 

While performing the duties of this job, the following functions are required:

Includes small amount of lifting, twisting, bending, sitting, standing, keyboarding, driving, noise, 

indoor/outdoor etc. 

Requires sitting or standing at a desk for long periods of time indoors. Eye and hand coordination for 

viewing of monitor screen and multiple reports along with high volume of keyboard use. Driving to 

properties for audits and attending training seminars.
