Program Specialist Bilingual T3

Job Overview

The Program Specialist Bilingual T3 will be responsible for implementation of the district bilingual framework and bilingual program curriculum, teacher and administrator professional learning, and identification of recommended strategies and resources for bilingual programs. The incumbent will provide strong leadership in the area of bilingual programming to promote the District's vision for Teaching and Learning.

Position Description

Essential Duties and Responsibilities

Bilingual Program Curriculum Support & Implementation

• Design and develop bilingual program learning experiences to support the implementation of curriculum
• Collaborate with content area curriculum team members to design techniques and strategies based upon authentic Spanish language/literacy within the written curriculum
• Create exemplars in the curriculum to support Language Learners with content and language acquisition
• Provide support for the implementation of Bilingual programs
  
  

Instructional Leadership

• Collaborate with district and campus administrators to provide feedback regarding the implementation of the bilingual framework
• Train and support teachers to align instructional supports with linguistic accommodations identified by the LPAC
• Facilitate the use of local and state assessment data to determine student progress, make instructional and programmatic decisions, and to evaluate curricular need
• Attend state and national workshops/conferences and serve on committees to advance bilingual programming
• Design, coordinate, and conduct professional learning and presentations for teachers, district personnel, parents, and other stakeholders to support best practices for instruction of Language Learners
  
  

Administrative & Program Management

• Collaborate to develop and administer a budget based on alignment to district priorities and ensure that operations are cost effective and managed wisely
• Monitor the implementation of the bilingual framework through instructional walk-throughs
• Advise in the selection and purchase of professional development consultants and instructional resources to support Language Learners
• Evaluate the implementation of the bilingual framework using multiple data points including instructional walkthroughs, local and state student performance data
• Develop and/or update required district documents including the District Improvement plan and strategic plan
• Adhere to all federal, state, and local laws and policies
  
  

SUPERVISORY RESPONSIBILITIES

• Assist in the process of recruiting, screening, interviewing, and hiring of assigned staff
• Address complaints and resolve problems in a timely manner
• Provide leadership and direction to campus based contacts to support implementation of programs to support bilingual program students
• Coordinate and monitor the implementation of bilingual program curriculum to support bilingual program students to ensure alignment to the District’s mission and vision

Qualification Requirements

• Bachelor's Degree
• Master's Degree preferred
• Valid Teaching Certification Issued by Texas Education Agency appropriate to subject and grade level of assignment
• Valid Bilingual Certification
• Minimum of 3 years Experience as a bilingual classroom teacher
• Minimum of 2 years Experience in instructional leadership at campus or district level
• Excellent communication and interpersonal skills, both orally and in writing (English and Spanish required)
• Trained in and be an approved trainer of Sheltered Instruction Observation Protocol (SIOP)
• Demonstrated knowledge of Bilingual education and effective instructional practice to support English Language Learners
• Demonstrated knowledge of best practices related to the implementation of district initiatives
• Demonstrated knowledge in curriculum, instruction, and assessment development
• Demonstrated knowledge in Bilingual, ESL, and/or Dual language programs
• Proficiency in Microsoft Office including Excel, Word, PowerPoint and Outlook

Work involves everyday risks and discomforts which require normal safety precautions when operating equipment or performing job duties. May work prolonged or irregular hours and must be able to maintain emotional control under stress.
