Position Description
Essential Duties and Responsibilities
Curriculum Development & Support
- Facilitate the planning, development, evaluation, revision and maintenance of the secondary ESL curriculum and assessments
- Facilitate the planning, development, evaluation, revision and maintenance of the curriculum to support emergent bilingual students, including ESL curriculum and content-based language instruction (CBLI) components within the core curriculum
- Develop, monitor, maintain, and evaluate ESL program resources and instructional materials, including extracurricular programs associated with the program area
- Use data to make instructional and programmatic decisions and to evaluate ESL programs and curricular needs
- Monitor the implementation of ESL programs, including alignment of instructional resources in the curriculum
- Engage in ongoing research and data analysis to recommend curriculum, instructional materials, resources, strategies, interventions, and assessments that support language acquisition
- Lead, design, develop, implement, and monitor the district's secondary ESL programming to ensure alignment with department goals and expectations
- Collaborate with department elementary program staff to ensure alignment amongst campus leaders specific to program implementation
- Lead, develop, design, implement, and monitor supports specific to meeting the needs of Newcomer students at the secondary level
- Lead the coordination and implementation of the curriculum and instructional programs for ESL students 6-12
- Communicate with campus and district leaders to monitor implementation of ESL programs
- Design, coordinate, and conduct professional learning and presentations for ESL instructional staff, general education teachers serving emergent bilingual students, district personnel, parents, and other stakeholders
- Organize and develop instructional program walk through protocols to measure the implementation of the written curriculum
- Collaborate with district departments to analyze data related to yearly progress and success of emergent bilingual students to determine professional learning and programmatic decisions
- Attend state and national workshops/conferences and serve on committees to advance ESL programs
- Serve as a member of a district Learning Walk team to engage in instructional walk-throughs and facilitate campus support structures in collaboration with campus principal and district leaders
- Adhere to all federal, state, and local laws and policies impacting ESL programming
- Work with campus staff to ensure the correct identification, assessment, and placement of ESL students
- Provide support to campus and district staff in the allocation and selection of highly qualified staff for ESL programs
- Facilitate and serve on committees to advance effective programming for ESL students
- Update required district documents including the District Improvement Plan and District Strategic Plan
- Collaborate in the selection and implementation of professional development consultants, instructional resources and priorities within the ESL curriculum
- Provide guidance on decision making regarding instructional assessments and resources
- Collaborate and coordinate summer programs for ESL students
- Maintain data on instructional support activities in accordance with Title III
- Coordinate and monitor the implementation of programs to support emergent bilingual students to ensure alignment to the District’s Mission and Vision
- Provide leadership and direction to campus based contacts to support implementation of programs to support ESL program students
- Provide leadership and support for Title III initiatives such as parent, family and community engagement activities
- Assist in the process of recruiting, screening, interviewing, and hiring of assigned staff
- Address complaints and resolve problems in a timely manner

- Master's degree
- Valid Texas ESL Certification (Valid Texas Bilingual certification encompasses the ESL certification)
- Valid Teaching Certification Issued by Texas Educaiton Agency appropriate to subject and grade level of assignment Secondary English Language Arts (ELA)
- Valid Texas Mid-Management or Principal Certification preferred
- Minimum of 5 years of experience as a Bilingual or ESL classroom teacher
- Minimum of 3 years of experience in instructional program leadership campus or district level
- Minimum of 1 year of experience in instructional program leadership campus or district level at the secondary level
- Demonstrated knowledge of second language acquisition and effective instructional practice to support emergent bilingual students
- Demonstrated knowledge of best practices related to the implementation of district initiatives
- Demonstrated knowledge in curriculum, instruction, and assessment development
- Demonstrated knowledge in Bilingual (including Dual Language) and ESL programs
- Proficiency in Microsoft Office including Excel, Word, PowerPoint and Outlook
- Excellent communication and interpersonal skills, both orally and in writing
