Duties

Serving as a Lead Law Enforcement Specialist (Training Venue Liaison) GS-1801-13 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located in the in the Training Venue Liaison Branch in the Training Support Division under the Mission and Readiness Support Directorate in Artesia, New Mexico.

The primary purpose of this position is provide direct, effective, and timely liaison and maintain an open line of communication between Mission and Readiness Support Directorate (MRSD) and FLETC Training Operations Programs (TOPS) directorates and Federal Law Enforcement Training Centers (FLETC) federal Partner Organizations (PO), ensuring immediate resolution of any training venue maintenance or repair issues that are or could potentially impact the delivery of training.

Typical Duties Include

  • Serving as principal advisor to the supervisor regarding the planning and directing of building maintenance programs, policies, operations, repair and improvements to appropriate FLETC buildings, equipment, and facilities.
  • Participating in the development of plans and detailed specifications for repairs, improvements, renovation, and construction projects and ensuring that all facilities are operating and maintained properly.
  • Serving as the point of contact (POC) for all Artesia, Charleston, Cheltenham, or Glynco law enforcement training venues and exercises day-to-day oversight for the maintenance and modifications associated with these venues.
  • Planning for overall program requirements including budgeting, design and materials for major repairs and alterations, and job work orders while advising the Chief on the implications and feasibility of facility plans, proposals and recommendations.

  • Must be able to obtain and maintain Hazardous Waste Management Certification.
  • This position is Emergency Essential and required to sustain FLETC’s operations under all conditions to ensure FLETC Continuity of Operations for Mission Essential Functions or Primary Mission Essential Functions.
  • This position DOES NOT offer Special Retirement Coverage (6 c coverage) and is NOT approved for dual compensation.

SELECTIVE PLACEMENT FACTOR: In order to be considered for this position you must:

  • Possess experience as a sworn law enforcement officer or agent with full arrest authority in the prevention, detection, apprehension, detention and/or investigation of felony and/or misdemeanor violations of federal, state, local, tribal, or military criminal laws;
  • OR-
  • Have held a federal civilian position in the 1801 occupational series.
  • AND-

Specialized Experience: You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level or pay band in the federal service, or equivalent experience in the private or public sector performing the following duties: 1) planning and directing building maintenance, policies, operations and repairs; 2) exercising day-to-day oversight of maintenance and modifications to venues; 3) planning budgets; preparing design and materials for major repairs and alterations; 4) developing plans and detailed specifications for repairs, improvements, renovations, and construction projects to ensure all facilities are operating and maintained properly.

Substitution of education in lieu of specialized experience may not be used for this grade level.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.

Physical Demands: In addition to work performed in an office setting, the position will move about the campus and spend considerable periods of time at training venues. Assignments regularly involve long periods of standing, bending, and stooping to observe and study work operations in the training environments.

Work Environment: The normal workplace is an office and inside/outside training venues. Duties may require exposure to varying climate and environmental conditions, both extreme cold and warm weather conditions, for extended periods of time and/or exposure to high levels of noise and hazardous substances. Appropriate safety practices will be utilized at all times. Safety gear, such as hearing and eye protection, will be used when needed. Position may be required to drive a government-owned or government-leased vehicle to perform duties at locations on and off-site.
