Duties

Serving as a Senior Contract Compliance Specialist GS-1101-13 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located in the Student Service Division (SSD) under the Mission and Readiness Support Directorate (MRSD) in Glynco, Georgia.

The primary purpose of this position is to serves as a Contract Compliance Analyst, from inception to conclusion, for assigned service contracts. The primary purpose of this position is to provide technical expertise and assistance to other Contract Compliance Specialists in the planning, management control, administration and quality assurance functions of assigned on-going service contracts.

Typical Duties Include

  • Providing technical advice and guidance to a team of Contract Compliance Specialists (CCS).
  • Providing expert technical advice, policy directing, coordinating, evaluating and managing support for assigned contracts and is officially appointing as a Contracting Officers Representative (COR) in accordance with all Federal, Department and local laws and regulations.
  • Providing technical expertise in the preparation of Statements of Work (SOW) and Independent Government Estimates (IGEs).
  • Preparing contract discrepancy and deficiency breakdown reports and documents.

  • Must be able to meet job-related medical and/or fitness standards. Subject to an initial and annual physical examination that measures visual, hearing, and physical acuity.
  • Must possess and maintain Federal Acquisition Certification - Contracting Officer Representative (FAC-COR) Level III certification; or have the requisite training/experience to obtain and maintain certification.

Specialized Experience

You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 next lower grade level in the Federal government, performing duties such as: (1) Provide senior-level technical advice and guidance to Contact Compliance Specialist (CCS) to ensure consistent application of policies, resolving complex contract issues, and supporting achievements of strategic mission objectives. (2) Direct team workflow, performance monitoring, and problem-resolution efforts by analyzing program data, recommending process improvement, and ensuring assignments were completed on time and in compliance with regulatory requirements. (3) Managed assigned contracts as a Contracting Officer's Representative (COR) by coordinating with contracting officers, program officials, and external stakeholders to oversee performance, address risks, and ensure compliance with federal laws and regulations. (4) Lead program planning, budget analysis, and invoice review activities to ensure proper allocations of funds, validate contractor expenditures, and strengthen financial accountability across contract portfolios. (5) Provide technical expertise in contract development and administration by preparing Statement of Work (SOW) and independent Government Estimates (IGEs), conducting pre and post award surveillance, evaluating contractor performance, and recommending corrective actions to ensure compliance with contractual terms and protect government interest.

Background Investigation: To ensure the accomplishment of our mission, FLETC requires every employee to be reliable and trustworthy. Physical Demands: The work is primarily sedentary in nature but can involve frequent stooping, bending and walking to perform inspections and witness contractor performance when necessary.

Work Environment: The work is performed in a typical office setting but involves visits to contractor work sites as well as maintenance shop activities. Heat, dirt and dust are present at these facilities and may require the use of safety equipment such as boots and glasses.
