Duties

Serving as a Facility Operations Specialist (Project Manager) GS-1640-11/12 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located within the Mission and Readiness Support Directorate, FLETC Law Enforcement Training Venue Liaison in Artesia, New Mexico.

The primary purpose of this position is to provide project management services and complete construction and renovation projects for law enforcement training venues, as well as law enforcement training support facilities. This position has overall responsibility for planning, scoping, development, design, construction, direction, analysis and evaluation of construction and renovation projects of varying scope and complexity. This position also controls and manages project milestones and budgets from planning through construction and initial operations. The position reports directly to the FLETC Law Enforcement Training Venue Liaison (TVL).

Typical Duties Include:

  • Assuring the overall planning, execution, management, control, and coordination of assigned law enforcement training venue construction and renovation projects
  • Responsible for planning, scoping, development, design, construction, direction, analysis and evaluation of construction projects of varying scope and complexity
  • Controlling and managing project milestones budgets from planning effectiveness, efficiency, and productivity
  • Monitoring progress, measuring performance and taking necessary corrective action to maintain agreed-upon scope, schedule, and cost
  • Actively participating in the construction and renovation of law enforcement training venue and law enforcement training support facility construction and renovation projects of varying scope and complexity

Specialized Experience:

You qualify at the GS-11 grade level if you possess one of the following:

  • One year of specialized experience, equivalent to the GS-09 grade level in Federal service, that demonstrates the ability to 1)Assuring the overall planning, executing, managing, controlling and coordinating assigned law enforcement training venue construction and renovation projects, 2) Implementing corporate decisions, guidance, laws, regulations and policies in the development and support of project, 3) Controlling and managing project milestones and budgets from planning through construction and initial operations, 4)Monitoring constructions to ensure that schedules and quality control is maintained, 5) Performing various mechanical, electrical, and plumbing work on both new construction and renovation projects; OR
  • A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related; OR
  • A combination of successfully completed graduate level education and specialized experience as described above that, when combined, equal 100% of the total requirement. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application.

NOTE: Only graduate education in excess of the first two years may be used to qualify for the GS-11 level

You qualify for the GS-12 grade level if you possess one year of specialized experience, equivalent to the GS-11 grade level in the Federal government, performing duties such as: 1) Assuring the overall planning, executing, managing, controlling and coordinating assigned law enforcement training venue construction and renovation projects, 2) Overall responsibility for planning, scoping, development, design, construction, direction, analysis and evaluation of construction projects of varying scope and complexity 3) Implementing corporate decisions, guidance, laws, regulations and policies in the development and support of project, 4) Controlling and managing project milestones and budgets from planning through construction and initial operations, 5) Monitoring constructions to ensure that schedules and quality control is maintained, 6) Performing various mechanical, electrical, and plumbing work on both new construction and renovation projects.

Substitution of education in lieu of specialized experience may not be used for this grade level.

This position may be filled at the GS-11 or GS-12 level. If selection is made at the GS-11 level, promotion to the GS-12 level may occur without further

competition.

Background Investigation: To ensure the accomplishment of our mission, FLETC requires every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully pass a background investigation for Suitability/Fitness as a condition of placement in this Non-Sensitive, Moderate Risk position. This review may include financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs.

Physical Demands: In addition to work required in the office, the work requires considerable physical activity while completing venue construction activities. This work requires considerable walking, standing, bending, sitting, or crouching in position that may be tiring or uncomfortable. Also works on ladders and scaffolds, which require the incumbent to work overhead or in stretched, cramped, or awkward positions. Continually handles objects weighing up to 10 pounds and occasionally may lift and carry items that weigh about 50 pounds.

Work Environment: In addition to the work and duties that involve regular and recurring work on construction sites, work may be performed in an office setting. Construction site work requires use of appropriate protective clothing or gear such as safety glasses and shoes, ear protection, hard hats, and observance of appropriate safety precautions.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
