What are the responsibilities and job description for the Human Resources Specialist (Recruitment & Placement) position at FDA Office of Operations?
This position is being filled under a stream-lined hiring authority, Title 21 of the United States Code (21 US Code 379d-3a) as amended by the 21st Century Cures Act of 2016, section 3072 and the Consolidated Appropriations Act of 2023, Section 3624. The candidate selected for this position will serve under a career or career-conditional appointment and be paid under the provisions of this authority. This position is being recruited based on the Title 21 Pay Table 7, Band Y (GS-09 equivalent).
Minimum Qualification Requirements:
You must have three years of experience researching and applying guidelines to staffing and recruitment activities; participating in the creation of vacancy announcements; reviewing applications to determine qualifications; participating in the new employee onboard process.
OR
Have a Master's or equivalent graduate degree, that provided the knowledge, skills, and abilities necessary to do the work of this position.
OR
Have two years of progressively higher level graduate education leading to such a degree, that provided the knowledge, skills, and abilities necessary to do the work of this position.
OR
Have a LL.B. or J. D. if related, that provided the knowledge, skills, and abilities necessary to do the work of this position.
OR
Have a combination of graduate level education in excess of one year of full-time graduate-level study creditable at the school I attended, and specialized experience as described above, that would equal 100% of the required experience/education combination for this position.

Responsibilities:
- Utilizes automated staffing systems and web-based applications to perform internal and external recruitment and placement functions.
- Provides assistance and information to managers and applicants regarding the agency's Merit Promotion program and applicable recruitment procedures, using prior actions as templates for new announcements.
- Provides consulting and advisory services to complex organizations, applying HR knowledge to advise management on a range of HR functions and resolve routine issues.
- Advises managers and employees on compensation policies, wage administration, and pay setting, including recruitment and retention incentives, highest previous rate determinations, and other compensation flexibilities.
- Researches and analyzes employee records and case files to resolve issues, respond to inquiries, and ensure compliance with Agency and OPM policies, maintaining fully documented files and preparing required reports.
