What are the responsibilities and job description for the Housing Inspector - Lead position at Famicos Foundation?
Famicos Foundation needs an experienced Lead Inspector to join the Home Repair Team that is part of the Real Estate Development department. This person develops and/or reviews specifications for 1 to 4-family residential dwellings for rehabilitation which includes energy conservation measures and lead hazard reduction methods. They inspect contractor works-in-progress to ensure projects under construction are adhering to the General Specification Manual as well as applicable laws, including the Housing Code of the City of Cleveland, ordinances, rules, and regulations relating to location, design, construction, and maintenance. They perform tests and/or takes samples to determine if lead reduction is within acceptable parameters to ensure the work was performed to standard, assesses the feasibility of building and premises for inclusion in available programs and assures project specifications and construction are completed at a level to satisfy program guidelines.
RESPONSIBILITIES:
- Develops scope of work for each home.
- Inspects property for lead paint hazards.
- Writes specifications to ensure the lead hazard reduction methods are followed.
- Performs Pre-Bid conference by meeting with the homeowner and contractor to review the scope of work to be performed and answers questions concerning the same.
- Inspects rehabilitation work-in-progress for compliance with work specifications, plans, materials, and workmanship.
- Monitors time of performance of work to ensure work is completed in accordance with the contract between homeowner and contractor.
- Issues Stop Work Order if work performed or material installed does not conform to standards.
- Resolves complaints as expeditiously as possible.
- Maintains reports to document progress and satisfactory completion of projects.
- Ensures that all required documents are completed as outlined in the Scope of Work Performs Job Close Out process to ensure all work has been performed in accordance with the terms of the contract and work specifications.
- Completes final inspection and approves contractor invoice for payment.
- Produces all required reports for the various grants, such as, but not limited to the following: Paint Inspection, Risk Assessment, Presumption Report, Clearance reports, Compliance Reports, Lead Monthly Summary Report.
- Attends collaboration meetings as needed.
- Holds and participates in outreach meetings and committees with property owners to raise awareness about the grants.
- Performs other related work as required.
REQUIREMENTS
- An associate's degree in construction management or related field from an accredited college or university is required.
- Three years of full-time paid experience in building or remodeling, contracting, building construction, estimation, or inspection to the local building code is required. (Substitution: One year of experience may substitute for each year of college education lacking.)
- *Obtain certifications as a Lead Risk Assessor.
- *Obtain Clearance Technician Certification.
- Must maintain continuing education requirements for State certification as well as adhere to all grant requirements.
- A valid State of Ohio Driver's License is required.
- Must have access to a properly registered and insured motor vehicle.

Salary : $45 - $60
