Qualifications
Required
- Any combination of education and experience equivalent to graduation from high school or possession of a General Equivalency Diploma (GED) certificate.
- Three (3) years of experience in payroll experience related to full-cycle payroll administration and accounting, some of which shall be at a level requiring independent judgement.
- Advanced degree(s) beyond the minimum degree requirement in a relevant field may be considered for some experience.
- Knowledge of general payroll rules, procedures, and accounting practices.
- Knowledge of FCPS regulations and applicable state and federal benefits and tax laws.
- Strong computational skills to deal quickly and accurately with quantitative information.
- Proficiency in the use of computers, related technology, and software applications to collect, process, and analyze data.
- Good time management skills and ability to focus on details.
- Ability to exercise independent judgment, tact, and initiative.
- Excellent human relations skills and ability to establish and maintain successful cooperative working relationships.
- Ability to work with minimal supervision.
- Ability to communicate effectively, both orally and in writing.
- Some college courses in accounting/finance.
- Processes a large quantity of payroll actions for which accurate and timely completion is crucial to meeting payroll deadlines for the Division.
- Reviews and verifies payroll reports, researches, and corrects as needed.
- Maintains payroll information by reviewing, calculating, and entering data.
- Monitors personnel actions and makes necessary adjustments, using mathematical formulas, to leave and pay in accordance with applicable regulations.
- Assesses pay and withholdings based on policies to calculate supplemental payments.
- Uses ad hoc reporting tools from the time entry system to identify unauthorized leave usage and time reporting and resolves errors.
- Provides support to employees, supervisors, and time and attendance processors in the approval process to meet scheduled deadlines.
- Provides information to employees via phone, email, and walk-in inquiries regarding payroll policies and procedures.
- Prepares documents, forms, and correspondence incidental to the processing of payroll.
- Utilizes existing query and macro programs to identify and resolve discrepancies, create daily financial reports and arrears reports, and/or assist with the receivables interface.
- Assists with the reconciliation of unclaimed properties.
- Works closely with other offices to resolve issues and provide possible resolutions.
- May post, review, and reconcile journal entries and general ledger accounts.
- May process refunds, benefits billings, and vendor payments to meet COBRA, FCPS, and vendor contractual obligations.
- Performs duties as required or assigned.
