Summary
Project Managers provide technical supervision and management of projects assigned to them as well as directing day to day technical requirements of staff. They prepare portions of contract proposal estimates for one or more disciplines, including the determination of applicable project plans and specifications. Under minimum supervision when estimating own discipline. Manages production profitability and implements quality control procedures and is an effective liaison with clients.
Qualifications
§ 4 Year Degree or equivalent combinations of technical training and or experience.
§ Advanced knowledge of assigned discipline, estimating techniques and cost control, plus ability to interpret computerized cost data and systems essential.
§ A minimum of ten (10) years of successful managerial experience on Construction programs and projects that provided maintenance, engineering and logistics support of Department of Defense and Military facilities.
§ Superior understanding of Planning, Programming and Budgeting System and proven ability in fiscal and business management
§ Knowledge of and experience in planning and executing Quick Reaction Capability (QRC).
§ The ability to correctly interpret and direct the accomplishment of Firm Fixed Based and Performance Based contract requirements.
§ Experience in the development, collection, analysis and reporting of personnel requirements,
configuration management, quality assurance, engineering, safety, and maintenance activities.
§ Familiarity with construction planning and Programming and regulations governing personnel space allocation and usage.
§ Skilled briefer. Fluent in the English language.
§ Valid Driver’s License and travel to job sites.
§ Knowledge of Microsoft Office Suite to include Microsoft Project
§ Strong Organizational Skills
§ Understand how to read schedules. I.e.: Gantt, Network Diagram, CPM
§ Excellent oral and written communication skills.
§ Ability to work well under pressure.

Essential Functions: include the following.
§ Responsible for the performance of management for multiple projects in accordance with contract requirements, appropriate policies, procedures, and guidelines. Directs and supervises all support resources for the performance of project assignments and activities. Manages the technical direction of a project through the estimating, design, implementation, and close out in accordance with project objectives.
§ Review client provided specifications, client need statement, or performance standards and drawings to determine scope of work and required contents of estimate.
§ Prepare discipline estimates by calculating complete takeoff of scope of work.
§ May review design options and recommend best solutions based on cost, engineering quality, or availability of materials.
§ Optimizes operating results in terms of cost, methods, and personnel and implements quality assurance/safety program directives. Maintaining files of working documents as back-up for estimate figures, including pricing from suppliers, sales brochures, price lists, etc.
§ Leads in defining and implementation of project schedules, updates schedules as required and performs schedule compression or crashing as warranted.
§ Coordinates with the contract CO on contract requirements and concerns as needed.
§ Trains and directs employee work activities. Signs time sheets, prepares performance reviews,
handles discipline problems and has input to hiring and firing.
§ Able to perform all duties to ensure timely, courteous, and quality support to customers/affiliates.
§ Provide weekly updates of program/project level to senior management.
§ Prepare time impact analysis with the scheduler on a program level.
§ Provide monthly CPM cost loaded updates to the senior management for invoicing.
§ Maintains continuity among corporate, division and local work teams by documenting and communicating actions, irregularities, and continuing needs.
§ Optimizes operating results in terms of cost, methods, and personnel.
§ Assures the performance, completeness and accuracy of work assigned under the contract.
§ Coordinates with the Senior Management on contract requirements and concerns.
§ Negotiates, creates, implements, and Manages subcontracts.
§ Manages budget at or below budget.
§ Obtain customer performance evaluation for each project that is completed.
§ Other duties as assigned.
