Oracle Fusion Program Director

A large, complex higher education institution is seeking an experienced Oracle Fusion Program Director to lead an enterprise wide Oracle Cloud transformation.

Reporting to an executive sponsor, the Program Director will oversee the implementation of Oracle Fusion Cloud applications across Finance/ERP, Human Capital Management, Enterprise Performance Management, and related modules. This executive level role will align institutional strategy with program execution across Finance, Human Resources, Information Technology, academic operations, and other enterprise stakeholders.

The successful candidate will provide leadership across program governance, organizational change, stakeholder engagement, business process redesign, risk management, vendor oversight, financial performance, and user adoption.

Key Responsibilities

• Translate executive objectives into a cohesive enterprise systems modernization strategy.
• Lead the full lifecycle implementation of Oracle Fusion Cloud applications.
• Maintain alignment between institutional priorities, program scope, and execution.
• Serve as the primary liaison among the executive sponsor, steering committee, functional leaders, project teams, and external partners.
• Establish and enforce program governance, decision rights, accountability, and escalation processes.
• Develop and execute an integrated strategy for change management, communications, stakeholder engagement, training, and adoption.
• Lead enterprise business process redesign aligned with industry and Oracle best practices.
• Prepare executive level recommendations, presentations, status reports, and decision materials.
• Maintain program scope and prevent fragmentation across functional areas and workstreams.
• Identify and manage enterprise risks, dependencies, resource constraints, and competing priorities.
• Resolve cross functional conflicts and build consensus around enterprise wide solutions.
• Provide executive oversight of the systems integrator and software vendor in coordination with internal IT leadership.
• Manage program financial performance, including budgets, contract expenditures, forecasts, and reporting.
• Establish and monitor measures of implementation success, adoption, business value, and operational readiness.
• Develop a sustainable post implementation operating model, including system governance, ownership, support, and continuous improvement.
• Ensure an effective transition from implementation to ongoing operations.

Minimum Qualifications

• Bachelor’s degree.
• At least 10 years of directly related program, transformation, or enterprise systems experience.

Preferred Qualifications

• Successful leadership of full lifecycle enterprise systems implementations.
• Direct experience leading Oracle Fusion Cloud implementations.
• Strong understanding of Oracle ERP, HCM, EPM, and related applications.
• Experience managing multiple workstreams across Finance, Human Resources, planning, budgeting, and other enterprise functions.
• Demonstrated success leading organizational change, communications, training, stakeholder engagement, and adoption.
• Experience overseeing systems integrators, software vendors, and other third party implementation partners.
• Strong program management, financial oversight, contract management, and risk management capabilities.
• Experience leading business process transformation in complex, decentralized organizations.
• Experience within higher education, healthcare, or a similarly complex and highly matrixed environment.
• Proven ability to influence without direct authority and build consensus among stakeholders with competing priorities.
• Strong executive communication, presentation, facilitation, and conflict resolution skills.
