Job Summary
The Business Programmer Analyst III supports enterprise technology initiatives for a municipal electric utility environment, with a strong focus on Project and Portfolio Management (PPM) system implementations. This role is responsible for gathering and documenting business requirements, managing stakeholder expectations, supporting system implementation lifecycle activities, and ensuring successful delivery of complex enterprise solutions. The position requires extensive experience working in enterprise environments, preferably within utility or construction portfolio/project management settings, and the ability to operate effectively in a senior, client-facing capacity.
Job Responsibilities
- Lead and support business analysis activities for complex enterprise system implementations
- Gather, document, and validate business and technical requirements across multiple stakeholder groups
- Develop and maintain requirements traceability matrices (RTM) throughout project lifecycle
- Facilitate stakeholder meetings to ensure alignment on scope, requirements, and deliverables
- Support Project and Portfolio Management (PPM) system implementation efforts, including multiple full lifecycle deployments
- Participate in vendor selection processes, including RFP development and evaluation support
- Collaborate with technical teams to support system design, configuration, testing, and deployment
- Support User Acceptance Testing (UAT), including test planning, execution, and defect tracking
- Assist with go-live planning, execution, and post-implementation support
- Analyze business processes and recommend improvements aligned with system capabilities
- Coordinate with project managers and technical teams to ensure timelines, scope, and deliverables are met
- Provide documentation for system processes, requirements, and implementation procedures
- Serve as a key liaison between business stakeholders and technical teams
- Support enterprise reporting, portfolio management, and system optimization initiatives
Job Requirements
- Minimum 5 years of Business Analyst experience supporting enterprise technology implementations
- Strong experience with Project and Portfolio Management (PPM) system implementations (minimum of 3 preferred)
- Experience supporting full software development lifecycle (SDLC), including requirements, testing, and deployment
- Strong background in requirements gathering, documentation, and stakeholder management
- Experience with RTM creation and maintenance
- Experience supporting UAT planning and execution
- Experience participating in RFP and vendor selection processes
- Strong communication and stakeholder-facing skills, including engagement with senior-level stakeholders
- Ability to manage multiple priorities in complex enterprise environments
- Strong analytical and problem-solving skills
- Experience in utility industry environments, especially electric utilities, strongly preferred
- Experience in construction portfolio/project management environments is a strong plus
- Bachelor’s degree in a related field required (or equivalent experience as defined in senior-level BA roles)
- U.S. Citizen or Green Card holder required
- Ability to work Pacific Standard Time (PST) hours preferred
Work Experience
- 5 years of progressive Business Analyst experience required
- Extensive experience with enterprise system implementations required
- Demonstrated experience supporting PPM platforms strongly preferred
- Experience in utility or large-scale infrastructure environments preferred
Education
- Bachelor’s degree in a related field required
