The Proposal Operations Manager is responsible for leading the planning, development, and submission of business proposals in response to government contracting opportunities. This role collaborates with cross-functional teams to create high-quality, persuasive proposals that effectively highlight the organization's strengths, capabilities, and competitive differentiators.
The individual manages proposal schedules, oversees content development, ensures compliance with customer requirements and company standards, and conducts quality reviews throughout the proposal lifecycle. Acting as a central point of coordination, the Proposal Operations Manager facilitates communication between proposal teams, leadership, and supporting departments to ensure timely and successful proposal submissions.
Qualifications
- Bachelor's degree required.
- Minimum 7 years of relevant professional experience.
- Ability to obtain a security clearance.
Preferred Qualifications
- Experience managing proposal development and submission processes.
- APMP and/or Shipley certification.
- Strong writing, editing, and desktop publishing skills.
- Advanced proficiency in Microsoft Office applications.
- Experience within the defense and aerospace sectors.
Key Responsibilities
- Partner with Business Development teams by providing proposal-related guidance, deliverables, and support throughout the pursuit lifecycle.
- Collaborate closely with Business Development, Capture Managers, Program Managers, Program Engineers, and other stakeholders to develop proposal materials and pursuit documentation.
- Lead the preparation, management, and delivery of proposal artifacts and submission packages.
- Coordinate post-submission activities, including responses to customer inquiries, evaluation notices (ENs), and discussion requests (DRs).
- Ensure proposal deliverables are completed accurately, on schedule, and in compliance with customer and organizational requirements.
Salary : $130,000 - $140,000
