About the Role
We are seeking an experienced Manager, Proposal Operations to lead the development, coordination, and submission of high-quality proposals in response to government solicitations. This role requires collaboration with cross-functional teams to create compliant, compelling, and competitive proposal responses while ensuring deadlines and customer requirements are met.
Key Responsibilities
β’ Support Business Development during the early pursuit phase with proposal-related deliverables and guidance.
β’ Collaborate with Business Development, Capture Managers, Program Managers, Engineers, and other stakeholders.
β’ Lead proposal planning, development, and submission activities.
β’ Develop and manage detailed proposal schedules and timelines.
β’ Conduct status meetings and ensure proposal activities remain on track.
β’ Assign and oversee proposal volume owners ("Book Bosses").
β’ Ensure win themes, discriminators, and proposal messaging are effectively incorporated.
β’ Manage proposal writing, editing, graphics, formatting, and layout.
β’ Conduct compliance reviews and maintain compliance matrices.
β’ Coordinate proposal reviews and integrate feedback from stakeholders.
β’ Ensure proposals meet all RFP requirements and company standards.
β’ Support post-submission activities, including customer inquiries and proposal revisions.
β’ Maintain proposal libraries, lessons learned repositories, and opportunity documentation.
Qualifications
β’ Bachelor's Degree with 9 years of related experience, OR
β’ Master's Degree with 7 years of related experience, OR
β’ 13 years of related experience in lieu of a degree.
β’ Ability to obtain a security clearance.
Preferred Qualifications
β’ Proposal management experience.
β’ APMP or Shipley certification.
β’ Strong writing, editing, and desktop publishing skills.
β’ Advanced Microsoft Office proficiency.
β’ Aerospace and/or defense industry experience.
