Education and Experience:A Bachelor’s degree or higher and four (4) years of experience in public safety, emergency management, or disaster response and planning.

Licenses and Certificates: Texas Class "C" Driver's License or equivalent from another state. Certificate of completion for the National Incident Management System (NIMS) IS-700 and IS-800 courses and Incident Command System (ICS) 100, 200 within six (6) months of appointment.

General Purpose

Under general direction, perform and coordinate difficult and responsible disaster and emergency planning work in the areas of homeland security and emergency management city and countywide.

Typical Duties

Develop and coordinate the creation and implementation of emergency and disaster plans, policies and procedures for individual departments. Involves: Plan, coordinate, develop and promote emergency service policies, operations, plans and processes related to exercise design and execution. Responsible for coordination, development and promotion of emergency management operations, plan, exercise, and processes in responding to local disasters and emergencies within a comprehensive emergency management program. Coordinate and support the activities of emergency and disaster planning coordinators and liaisons in other City/County departments, state, federal and non-governmental partners. Assist in the development and implementation of emergency and disaster exercise plans for individual City/County departments by reviewing and evaluating plans, policies and procedures developed by departments and providing consultation and guidance for necessary changes or improvements.

Research and analyze best practices in the field of disaster and emergency planning. Involves: Assess and analyze opportunities for improvement, makes recommendations for the implementation of improvements. Assist in developing and implementing city and countywide disaster and emergency planning policies and procedures. Prepare important technical records, plans, and reports to document processes and provide information to management.

Coordinate and present Emergency Operations Center training for City/County employees and emergency responders, public safety agencies, community groups, business organizations and the public.

Provide disaster and emergency planning, exercise planning and recovery information, consultation, and advice to representatives of government, public safety agencies, community groups, business organizations and the public. Involves: Respond to local disasters and emergencies, perform duties as assigned during an emergency in which the Department of Emergency Management is involved, including working in the Emergency Operations Center during activations. Coordinate services at large events to ensure efficient and effective management of the City and County’s response at planned events. May supervise the work of Emergency Management staff, lead working groups, and/or coordinate the work of staff on specific projects or programs. Perform related duties and responsibilities as assigned.

Supervise assigned personnel. Involves: Schedule, assign, instruct, guide and check work. Appraise employee performance. Provide for training and development. Enforce personnel rules and regulations and work behavior standards firmly and impartially. Counsel, motivate and maintain harmony. Interview applicants. Recommend hiring, termination, transfers, discipline, merit pay or other employee status changes.
