Position Summary
JOB SUMMARY: The Program Director oversees the operation and administration of the Educational Opportunity Center (EOC). The Director will oversee all project administration tasks with a special focus on staff supervision, budget management, grant writing and data analysis. Additional responsibilities include recruitment of eligible participants across the four-county target area (Etowah, Cherokee, Calhoun, Cleburne) and assisting in the development of the educational materials offered to EOC participants. The EOC Director seeks out and maintains strong working relationships in the community and works closely with faculty, administration and staff. The Director will also facilitate the evaluation and monitoring functions related to student enrollment and achieving grant objectives.

Essential Duties and Responsibilities
ESSENTIAL DUTIES and RESPONSIBILITIES:
- Supervise the development and implementation of EOC to ensure that the goals and objectives of the grant are satisfied in accordance with U.S Department of Education regulations.
- Serve as the program budget manager in accordance with the grant, state and federal regulations.
- Coordinate collection and security of evaluation data, including college enrollment by participants, completion of financial aid applications, and enrollment of low-income, first-generation students in continuing education or post-secondary programs.
- Supervise and maintain the security of accurate program records including, but not limited to, participant eligibility, contact documentation, statistical reports, participant evaluations, assessments, purchase orders and relevant documentation, budgeting and equipment inventory.
- Analyze data for annual reports and assessment of progress toward project’s outcomes as needed
- Recruit, hire and supervise the EOC staff, including full and part-time employees.
- Oversee the Outreach Advisors and complement their efforts to achieve project objectives.
- Supervise and facilitate the recruitment of eligible program participants from the target area, including the counties of Calhoun, Cherokee, Cleburne, and Etowah.
- Supervise the development of all publications which are distributed for recruitment purposes.
- Manage the distribution of program information and marketing materials in the communities served by the program.
- Schedule and advertise ways for participants to receive assistance with college admissions and financial aid.
- Develop community partnership strategies to promote the project and serve as a program liaison to agencies and organizations regarding needs of program participants.
- Comply with all federal regulations.
- Develop an excellent rapport with participants, college employees and the public
- Serve on College committees and perform other duties as assigned.
- Comply with all policies of the Alabama Community College System and the College.
Qualifications
QUALIFICATIONS:
- Master’s degree in counseling, education, psychology, social work, or related field required
- Prior experience working in a grant program required
- Experience with budget management required
- Experience in managing a federal grant budget preferred
- Experience working with programs serving students preferred

Salary Calculation: For all positions on all Salary Schedules, the salary amount for the selected applicant is determined by step placement on the applicable schedule. Step placement is dependent upon the following: (a) all full-time work experience in public education in Alabama and (b) all other full-time work experience outside of public education in Alabama that, in the sole judgment of the College, directly relates to the requirements of the position.
