FIELD SITE HEALTH & SAFETY OFFICER (HSF)

Position Summary

The position of Field Site Health & Safety Officer will ensure personnel, equipment, and site activities are in compliance with health and safety regulations and company policies at field locations around the country. Associates must be open to periods of sustained project-based travel. HAZWOPER training is highly preferred but not required. Associates must have a valid Driver’s license with no driving restrictions which interfere with job requirements.

Essential Job Functions

  • Implement, promote, and participate in ENTACT’s behavior-based safety program to prevent, correct, or control unsafe behavior, equipment, or environmental conditions to achieve the company goal of zero incidents.
  • Be knowledgeable of the various job tasks and skill sets of site personnel including laborers and equipment operators and the operation of tools and equipment that they use.
  • Assign qualified mentors to new site personnel.
  • Conduct or coordinate training of workers concerning regulatory and company health and safety requirements, use of safety equipment, devices, PPE, first aid, chemical or contaminant exposure protection, and other safety training as needed.
  • Inspect vehicles, machinery, tools, equipment, and safety devices to identify and correct potential hazards, and ensure compliance with safety regulations.
  • Coordinate and conduct site emergency drills.
  • Supervise decontamination of personnel and equipment.
  • Conduct or direct testing of air quality, noise, temperature, or radiation.
  • Ensure monitoring equipment is calibrated and operational.
  • Compile, analyze, and interpret statistical data related to exposure factors concerning occupational illnesses and incidents.
  • Perform respirator fit tests.
  • Select personal protective equipment based upon the site-specific HASP, chemical properties, and air sampling results.
  • Verify that all on-site ENTACT personnel have the required training, medical exams, and are fit for duty.
  • Assist with the preparation and review of Job Safety Analyses, observations, and various other reports.
  • Report and investigate all incidents and significant near losses (NLI/LI) to develop solutions and prevent recurrence.
  • Schedule Job Safety Observations (JSO).
  • Promote the use of Stop Work Authority.
  • Coordinate or conduct safety orientations for site personnel.
  • Coordinate or conduct safety meetings discussing tasks, hazards, Job Safety Analyses, and behavior-based tools performance.
  • Maintain daily communications with the FPM and Project Health and Safety Coordinator (PHSC) regarding work status and scheduled or upcoming job activities as they relate to safe work practices.
  • Complete various reports and forward to ENTACT' Corporate Health and Safety Department in a timely manner.
  • Communicate with and monitor subcontractor personnel to ensure compliance with site safety requirements.
  • Monitor behavior-based safety tools and performance and determine health and safety target items.
  • Actively look for ways to improve the overall quality of safety performance.
  • Experienced with computer application software including MS Windows, MS Word, MS Excel, and MS Outlook.
  • Effective written and verbal communication skills.
  • Strong organization and time management skills.
  • Strong work ethic.
  • Ability to work independently as well as part of a team.
  • Consistently meet deadlines and contribute to a positive, safe, high-quality culture in a fast-paced environment.
  • Other duties as assigned.

Skills/Experience Required

  • Undergraduate degree in Occupational Health and Safety OR equivalent degree/work experience in the environmental construction and remediation sector.
  • Full-time professional safety practice may be substituted for a degree.
  • Working knowledge of OSHA 1926 and 1910 standards.
  • Familiarity with both real-time and integrated air monitoring instruments.
  • Familiarity with behavior-based safety programs.
  • 40-hour OSHA HAZWOPER training required; and the ability to pass a pre-placement medical examination and substance abuse screening.
  • Must have strong working knowledge of OSHA 1926 and 1910 standards, equipment, tools, mechanical devices, and their uses.
  • Previous construction and/or hazardous waste work experience. Experience with behavior-based safety programs is a plus.

Physical, visual and situational activities that are commonly associated with the performance of the functions of this job include, but are not limited to:

  • must be able to stand, sit, talk, hear, reach, stoop, kneel and use hands and fingers to operate a computer, telephone, and keyboard.
  • Work requires the ability to hear normal conversation, see near objects, and speak clearly.
  • Regular use of the phone, email, text, teams and computer for communication.
  • Sitting for extended period.
  • No heavy lifting is expected. Exertion of up to 25 pounds of force occasionally to lift, carry, push, pull or otherwise move objects may be required.
  • The worker is required to have close visual acuity to perform such activities as viewing a computer, extensive reading, preparing and analyzing data and figures and decipher color.
  • Good manual dexterity for the use of common office equipment such as computers, calculators, copiers, and fax machines.
  • Ability to read, analyze, and interpret general business periodicals, technical procedures, and government regulations.
  • Ability to write reports, business correspondence, and procedure manuals.
  • Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
  • Must be capable of working under physical stress conditions such as heat stress and cold stress during various weather conditions and potentially long workdays.
  • Ability to climb stairs and/ or ladders to reach and work from elevated platforms.
  • Ability to grip handrails/ ladders with both hands.
  • Hot, cold and pressure sensitivity in hands and feet.
  • Must have a normal sense of smell.
  • Donning of varying types of personal protective equipment (PPE) as project requirements and conditions warrant to include respirators. Minimum PPE includes steel toe safety boots, hard hat, safety glasses, hearing protection and hi-visibility safety vest.
  • Working in loud or noisy environments.
  • Ability to give clear and precise verbal and written instruction to all crew members including when under pressure.
  • Match or detect differences between colors, including shades of color and brightness.
  • See objects or movement of objects to one’s side when the eyes are focused forward.
  • Hear the direction from which a sound originated.
  • Must be able to walk on broken, unfirm, uneven ground.
  • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
  • Job success often hinges upon interpersonal communication and relationship development skills, and job tasks require frequent interchange, and successful completion depends in large part upon effective interaction and communication with others.
  • Ability to safely operate a motor vehicle.
  • Ability to safely travel by air, car, train or bus.

Environmental/Atmospheric Conditions

Environmental and atmospheric conditions commonly associated with the performance of the functions of this job include:

  • Outside construction site, onsite office space.
  • The terrain is rugged and may be difficult to navigate.
  • Confined spaces.
  • Hot Environments.
  • Noisy work environments controlled to levels at or below exposure limits.
  • Contaminated atmosphere exposures (i.e. fumes, vapors, lead dust, H2S, etc.) controlled to levels at or below exposure limits.

Personal Protective Equipment

  • Different types of personal protective equipment (PPE) may be worn including, but not limited to hard hat, hearing protection such as ear plugs or muffs, eye protection such as safety glasses, goggles, face shield, etc., welders helmet, safety vest, various types of gloves including leather, Nitrile, latex, etc., steel toe boots, and various respiratory protection such as dust masks, half face and full face respirators, SCBAs, APRs, etc. may be required depending on site conditions. Respirator use may require that the user be clean shaven. Protective coveralls include cotton, Tyvek, fire retardant, chemical protective, etc.
