A client of ours is seeking an experienced Senior Project Manager – Transportation to lead highway and roadway projects across Texas. This role is responsible for managing the full project lifecycle—from planning and schematic design through PS&E and final delivery—while ensuring quality, budget, and schedule performance.
The ideal candidate brings strong TxDOT experience, established public-sector relationships, and a proven ability to deliver complex transportation projects. This individual will also support business development efforts, client engagement, and team leadership to drive continued growth in the Texas market.

Qualifications:
Bachelor of Science degree in Civil Engineering or related field from an ABET-accredited university
Professional Engineer (P.E.) license in the State of Texas (required)
10 years of progressive experience in highway/roadway and transportation engineering
Demonstrated experience managing TxDOT transportation projects, including schematics and PS&E development
Strong knowledge of Texas highway design standards, regulatory requirements, and project delivery processes
Proficiency in OpenRoads and relevant roadway design software
Experience working with TxDOT, toll authorities, RMAs, counties, and municipalities
Proven ability to manage project scope, schedule, and budgets while delivering high-quality results
Strong client relationship and business development skills, including proposal preparation and negotiations
Excellent verbal and written communication skills
Experience leading multidisciplinary teams and mentoring technical staff
Ability to review, seal, and take responsibility for engineering deliverables
Certification or ability to obtain TxDOT pre-certifications in applicable work categories
Proficiency in Microsoft Office Suite and project management/financial tracking tools
Valid driver’s license, reliable transportation, and ability to attend meetings or field visits as needed
Preferred Qualifications:
Advanced degree in Engineering or related field
PMP or other project management certification
Established relationships with TxDOT and regional transportation agencies
Responsibilities
Serve as Lead Project Manager for highway and roadway transportation projects across Texas
Manage full project lifecycle including conceptual planning, schematic design, environmental clearance, and PS&E development
Oversee project scope, schedule, budget, and resource allocation to ensure successful delivery
Lead technical design efforts and provide guidance on complex engineering challenges
Perform Quality Assurance/Quality Control (QA/QC) reviews of project deliverables
Monitor project financial performance, including invoicing, budgeting, and forecasting
Develop and negotiate proposals with clients, agencies, and stakeholders
Build, maintain, and expand client relationships with TxDOT, toll agencies, RMAs, counties, and municipalities
Support business development efforts and position the firm for new transportation opportunities
Lead and mentor engineering staff, fostering a collaborative and high-performing team environment
Coordinate with clients, regulatory agencies, and stakeholders to obtain approvals and define project requirements
Facilitate and participate in public meetings and stakeholder engagements
Ensure compliance with all regulatory requirements and stay current on industry and policy changes
Act as a technical resource for team members and support innovation in project delivery methods
Participate in industry events, conferences, and professional organizations
