REPORTS TO: Owner Administrator and Governing Body
JOB SUMMARY:
The Health Care Facilities Act (35 P.S. §§448.101—448.904). Administrator – A person who performs the functions as outlined in §601.21(d) (relating to organization, services and administration) and is one of the following: i. A licensed physician. ii. A registered nurse iii. Has training and experience in health service administration and at least 1 year of supervisory or administrative experience in home health care or related health programs
Responsible for the overall operations and services of the Agency. Maintains a leadership role for the planning and achievement of goals and objectives that are consistent with the Agency mission, philosophy, goals and objectives. Responsible for an effective budgeting and accounting system. Develops a system of staff communication that ensures coordinated implementation of plans of treatment and the utilization of necessary services for comprehensive care of patients. Acts as a liaison between the Governing body, the staff, and the community. In the absence of the Administrator the assistant administrator will assume the duties of the Administrator.
DUTIES AND RESPONSIBILITIES:
· Meets regularly with the Owner Administrator/Governing body and implements Agency policies for guidance of staff, patients and the public.
· Plans, coordinates, directs and oversees the Administrative operations of the Agency.
· Ensures that qualified Administrative personnel are hired and that such personnel receive adequate in-services, training and timely evaluations.
·Coordinates with the Owner Administrator/Governing body to develop, implement and oversee an effective budgeting and accounting system.
· Maintains up-to-date knowledge of applicable state and federal laws, regulations and ensures Agency compliance with and adherence to applicable laws, regulations, and standards including but not limited to CMS Conditions of Participation and PA Department of Health Regulations.
· Researches and initiates new contracts with Vendors, MCO’s, and payor sources, and maintains credentialing for existing contracts.
· Represents and interprets the Agency’s functions and services to other institutions, the public, government agencies and other organizations.
· Ensures the accuracy of public information materials and activities.
· Coordinates with Home Health Sales and marketing for targeted agency growth planning.
QUALIFICATIONS/PROFESSIONAL REQUIREMENTS:
· At least one (2) year experience in supervisory, administrative and/or financial management in home healthcare or related health care programs.
· Professional License in state of PA or Compact in good standing if Physician or Registered Nurse.
· Bachelor’s degree preferred.
· Able to communicate effectively in English, both verbally and in writing.
· Additional languages are an asset.
· Excellent presentation skills.
· Proficiency in interpersonal skills.
· Knowledge of the duties and functions of the Agency and its relationship to the healthcare community and the community at large.
· Maintains comprehensive knowledge of state and federal guidelines and regulations.

· While performing the functions of this job the employee is frequently required to stand, walk and sit, and use hands for fine motor movements and dexterity.
