Overview & Responsibilities PURPOSE OF THE JOB The principal reason for this position is to train an individual with limited or no buying or related technical experience. The function of this job is to issue and administer purchase orders for the products and services required in the manufacture of Elliott finished products, at the required time, quality, and price levels. NATURE OF THE JOB The most important activities of this job are: Develop value concepts and learn to negotiate Collect and analyze data and provide recommended alternative solutions to problems Analyze, control, and cope with original situations Administer the buying functions, which include delivery, service, price, and quality. This job is a line position. The job activities are covered by Purchasing Policy and some written procedures. This job requires imagination and originality, utilizing persuasive and connecting communication techniques. CONTACT WITH OTHERS This position requires substantial interaction with various departments within the company and with supplier representatives. Travel requirements will be minimal and of short duration. Position will require departmental committee membership as well as some limited company committee membership. SPECIFIC JOB RESPONSIBILITIES/COMPETENCIES Receives and edits purchase requisitions for less complex material and services, checks for proper approval, specification, quantity, and required delivery. Coordinates shipping arrangements with freight companies Processes transactions to receive materials and goods Obtains prices by competitive quotations, established market process, price schedules, etc. on major transactions, in conjunction with Purchasing Agent. Analyzes prices as to service, quality, FOB, and terms and conditions of payment. Actively participates in cost, quality, and lead time improvement processes. Places orders with suppliers to the best advantage of Elliott Co. Final responsibility for insuring material availability for assigned commodities. Interviews supplier representatives and when deemed advisable, arranges for and attends meetings with our engineers or other interested personnel. Makes necessary supplier plant visitations as required. Attends seminars and meetings as required. Administers and negotiates scrap and rework policy in conjunction with Purchasing Agent. Prepares reports and documentation as required. Maintains necessary catalog, price, quotation, supplier, and commodity files. Recommends new sources of supply - Purchasing Agent approval mandatory. Uses good value concepts and works with all departments to obtain maximum benefits, in conjunction with Purchasing Agent. Practices principles of ethical purchasing and moral codes. Ability to read and interpret drawings. Researches for technical knowledge of commodities assigned by reading and shop/supplier visits. Approves price change and invoices in accordance with purchasing policy. Works in accordance with plant rules. Works in a safe manner. BACKGROUND and EXPERIENCE This position requires a Bachelor's college degree or similar education acquired by technical work experience. The individual must have the ability to think, analyze and use common sense. This job requires the ability to communicate well, both verbally and written, with personnel within the company and with suppliers. The individual must learn all policies and procedures that apply to all purchasing functions and other areas that apply to the buying function. Value concepts and negotiation skills must be developed and put into daily practice for all assigned commodities.
