Job Purpose
Act as a key liaison between the design team and construction teams, including owners, contractors, construction managers, civil engineers, and survey teams. Oversee and manage construction projects from inception to completion, ensuring compliance with building and safety regulations while conducting in-depth project reviews to schedule deliverables and estimate costs.
Responsibilities
Leadership and Direction
- Operate under broad guidance from senior management regarding key objectives, critical issues, and policy matters. Manage personnel and processes to ensure effective execution, and review staff work for quality assurance.
Operational and Client Engagement
- Collaborate directly with client representatives to negotiate work plans, administer construction contracts, resolve field issues, and provide necessary management system reporting.
- Support marketing efforts to attract new clients and strengthen relationships with existing ones.
- Coordinate with internal departments to fulfill project requirements.
Project Execution
- Oversee budgeting, organization, implementation, and scheduling of projects.
- Work closely with engineers and design professionals to consult on modifications to plans and specifications.
- Monitor the development process by attending and documenting regular project design and construction meetings.
- Supervise utility, transportation, and other civil construction projects from conception to completion.
- Assess project constructability and cost feasibility through document reviews and interactions with the design team.
- Direct the observation and inspection of civil construction projects, making recommendations to ensure compliance with project requirements.
- Evaluate proposed change orders from contractors for scope, schedule, and pricing adjustments.
- Review daily work progress and prepare internal and external status reports.
- Coordinate and direct construction workers and subcontractors, select tools and materials, and manage inventory.
- Ensure compliance with contractual performance conditions and proactively address potential issues.
- Negotiate agreements, draft contracts, and secure necessary permits and licenses.
- Analyze and mitigate risks while ensuring quality construction standards and techniques are upheld.
- Prepare and oversee construction cost estimates, bid packages, and recommendations for contract awards.
- Review plans for constructability and value engineering considerations.
- Assist in securing public approvals, permits, and utility connections for projects.
- Review contractor cost estimates, change orders, and payment applications, providing recommendations as needed.
- Conduct on-site observations to assess work quality and progress, ensuring timely responses to contractor inquiries.
- Assist clients in meeting reporting requirements for project financing sources.

Qualifications
- Bachelor’s degree in civil engineering, construction management, architecture, or a minimum of five (5) years of relevant experience with certifications in lieu of a degree.
- Professional Engineering license required.
- At least fifteen (15) years of experience in utility, transportation, real estate development, water/wastewater, mining, or other civil construction projects, with a minimum of five (5) years in a supervisory role during the construction phase.
- Experience in engineering and construction management consulting and contracting is highly desirable.
- Proven expertise in construction administration or management.
- Comprehensive knowledge of building products, construction details, and relevant regulations and quality standards.
- Professional-level understanding of construction business practices, including permitting, zoning, environmental testing, and contracts.
- Familiarity with CPM Scheduling.
- LEED accreditation or training in sustainable design and construction is preferred.
- Valid state driver’s license and ability to pass a motor vehicle check.
