Commissioning Owner's Representative

About the Role
We are seeking an experienced Commissioning Owner's Representative to support the delivery of a large-scale hyperscale data center project in Lenoir, North Carolina.
Acting as the owner's representative throughout the commissioning process, you will be responsible for overseeing commissioning activities from construction through turnover, ensuring all systems are installed, tested, and commissioned in accordance with project requirements, operational standards, and client expectations.
This position requires a strong commissioning background within mission critical or data center environments, along with the ability to manage contractors, commissioning agents, vendors, and project stakeholders throughout the project lifecycle.
Key Responsibilities
- Represent the owner's interests throughout all commissioning phases.
- Oversee and monitor commissioning activities across mechanical, electrical, and controls systems.
- Review commissioning plans, procedures, scripts, and test documentation.
- Ensure commissioning activities are executed in accordance with project standards and operational requirements.
- Coordinate with construction teams, commissioning providers, vendors, and client stakeholders.
- Attend site inspections, witness testing activities, and monitor commissioning progress.
- Support issue resolution, deficiency tracking, and closeout activities.
- Review turnover packages, O&M documentation, and as-built records.
- Provide regular commissioning updates and reports to project leadership.
- Support integrated systems testing (IST) and final operational readiness activities.
Required Experience
- Previous experience as a Commissioning Owner's Representative, Commissioning Manager, Senior Commissioning Manager, Commissioning Director, or Commissioning Authority.
- Strong data center commissioning experience within hyperscale or mission critical environments.
- Experience overseeing mechanical, electrical, and controls commissioning activities.
- Strong understanding of commissioning processes from design review through final handover.
- Experience managing contractors, vendors, and commissioning teams.
- Ability to review and approve commissioning documentation and testing procedures.
- Strong stakeholder management and communication skills.
Preferred Experience
- Experience supporting hyperscale data center projects.
- Background with major operators such as Google, Meta, Microsoft, AWS, or similar mission critical clients.
- Experience with integrated systems testing (IST).
- Knowledge of BMS, EPMS, SCADA, and critical facility infrastructure.
- Previous owner-side or consulting commissioning experience.
