Edison Chouest Offshore is looking to hire a Master for the Valdez Star based in Valdez, Alaska. Applicants should have a license of 200 GRT or higher.

Master’s Responsibility to the Company

The Company charges the Master with the responsibility for implementing the Company’s MS afloat, including:

  • Ensure all Company logs/forms are utilized and distributed as prescribed
  • Implementing and preserving all corrective action plans issued during internal and external audits conducted on the ship
  • Sending ashore to the attention of the DPA “closed-out” copies of the ISM-CAR Report and ISM-Internal Audit Report forms
  • The Master on board the ship during an audit in which a non-conformity was issued is not necessarily responsible for closing it out.
  • Any Master on board the ship, at the time a non-conformity is corrected, is authorized to close out the non-conformity or close out the total audit if all the corrections have been implemented.
  • Notify the DPA in the event any miscommunications occur between the vessel and shoreside support when the vessel does not receive a response from shore or feels the response is not adequately addressing the issue; acceptable notification methods include email, use of AMR or any other means the Master deems appropriate
  • Motivating the vessels’ crew by personally promoting Company policies and procedures
  • Communicating orders and instructions to the crew in a clear and concise manner
  • Documenting and communicating to all crew members, their individual job descriptions and responsibilities in an emergency
  • Verifying all personnel have their original documentation (MMC, License, Medical, etc.) upon arrival to the vessel and verify that the documents remain valid on a monthly basis thereafter
  • The Master shall verify all crew members on board have appropriate licenses, training, and familiarity for that specific vessel
  • Verify crew qualifications prior to assigning any task or watch
  • The safety of life on board, maintaining a high level of performance by the vessel and the vessel’s company thereby preserving the environment
  • Verify that specified requirements are being observed by:
  • Appraising and coordinating onboard training requirements with the Company
  • Assigning duties to qualified ship personnel with respect to the MS Manual
  • Reporting accidents, incidents, and near misses to the Company
  • Ensuring that all controlled documentation is current and submitted as defined in the MS Manual
  • Reviewing the MS Manuals to include any relevant vessel documentation and submitting shore-side to the DPA an AMR/Annual Master Review
  • The Annual Master Review is designed to report any shortcomings, inaccuracies, or conflicts in any portion of the MS. The Company requires that, at a minimum, a vessel's Master shall submit one AMR per vessel at least once every 12 months.
  • The Code mandates objective participation from the Master when reviewing the MS.
  • Attention should be paid that any suggested manual change does not negatively affect or conflict with any other segment of the fleet or Company.

Master’s Overriding Authority

  • The Code provides that the Master has the overriding authority and responsibility to make decisions with respect to safety and the prevention of pollution. The Master is directed to summon the Company’s assistance when necessary.
  • The overriding authority includes the right of the Master to deviate from the MS Manual if the Master deems that the vessel or crew is not able to comply with a particular section of the MS or if complying with a prescribed MS procedure or policy could endanger the safety of the crew, vessel or the environment. The Master should utilize the Company’s “Management of Change Form” if deviations to policy or procedures are deemed necessary.
  • The Master is responsible for responding to all “STOP WORK” alerts by any crewmember, shipboard affiliate, or facility operating in conjunction with the ship. The Master is responsible for investigating and recording in the appropriate venue all stop-work alerts.
  • The Master's Overriding Authority applies to all situations pertaining to their vessel, including third-party personnel, clients, and any other personnel located anywhere on their vessel.

Responsibilities

  • Responsible to the operations manager for the safe and efficient running of the vessel he/she has been appointed to command. The company relies upon him/her to set a high standard of personal and professional conduct and to set an example to the officers and personnel under his/her command. He/she will remain mindful of the need to maintain morale and encourage sober habits in the crew. He/she will, at all times, give attention to the safety of the ship and crew.
  • Serves as the Bio-Fouling Management Officer

Marine Functions

  • Be acquainted with handling characteristics of the vessel, cargo, capacity, equipment, speed, fuel, consumption, ballast arrangement, safety apparatus, personnel
  • Remain fully informed and adhere to all relevant laws, regulations, and directives affecting the operation of the vessel
  • Ensures paperwork requirements are met
  • Ensures "Notice to Mariners" are posted and updated on a timely basis
  • Ensures that the vessel equipment is operationally ready to get underway
  • Identify and respond to potentially hazardous conditions
  • Ensures stability is maintained as cargo is brought aboard and stowed, or as fuel and other consumables are used by using the Stability letter or the Trim and Stability Book
  • Ensures that the anchor handling winch and all associated gear are operable and available
  • Understands procedures and is able to receive and pump all fluids and cargo
  • Adhere to and comply with company policies, USCG, and environmental regulations
  • This position requires working 7 days a week on a rotating schedule, with shifts lasting at least 12 hours within each 24-hour period. Occasionally, shifts may extend, but will not exceed 14 consecutive hours.
  • Ascertain the operation schedule and changes to the number and location of rigs/platforms to be served
  • Identify and prioritize maintenance and repair items in a work list
  • Set courses, determine geographical position, calculate landfall, and avoid hazards to shipping by using such aids as lights, lighthouse, buoys charts, plotting sheets, sextant, GPS, azimuths, or other celestial bodies
  • May be concerned with only one phase of duties, such as maintenance of the ship's gear and decks or watch duties
  • Participates in safety and rescue drills for emergency situations
  • Provides and/or assists with training
  • Holds a valid merchant mariner credential
  • Performs any duty that may be required as part of the training
  • Approve voyage plan

Emergency Response Functions

  • Safety Sensitive Duties: Include but are not limited to; directing and mustering passengers in emergencies, passing out lifejackets, controlling and operating lifesaving equipment, controlling and operating firefighting equipment
  • Safety Sensitive Position: This is any position aboard a vessel that requires the person filling that position to perform one or more safety-sensitive duties on either a routine or emergency-only basis. Any person filling a safety-sensitive position is subject to U.S. Coast Guard drug & alcohol testing. All crew members are considered to be filling safety-sensitive positions as well.
  • Overall responsibility for the safety of the crew and the vessel during emergency situations
  • Maneuver the vessel to remain in navigable waters and minimize the effects of an emergency situation
  • Assess the severity of all emergency situations and determine the most advantageous method to combat the emergency
  • Summon additional assistance, as required, from other ships, rigs/platforms
  • Responsible for the establishment of any damage control, firefighting procedures, and personnel assignments
  • Responsible for the ordering of the abandonment of the ship
  • Ensures first aid is provided to victims

Security Functions

  • Vessel Security Officer (As designated by the Master)
  • Vessel Security Officer

HSE Responsibilities

  • Document and notify the supervisor immediately of any accidents/ illnesses/ vessel incidents/ near misses/ etc.
  • Participate and supervise the company's safety programs (i.e. W.I.S.E., Pre Job Safety Meetings, Permit to work, Near Miss, Risk Assessment, etc.)
  • Utilize "Stop Work Authority" if any personal safety, environmental risk, property damage, or company reputation is at risk
  • Responsible for ensuring the maintenance and use of all necessary PPE
  • Performs all duties while wearing protective equipment including foul weather gear, PFD, gloves, boots, eye protection, hearing protection, etc.
  • Responsible for ensuring and supervising the elimination of at-risk behaviors by reducing unsafe conditions and unsafe acts on and around the worksite
  • Acts as Safety Officer while on board the vessel

Supervisory Functions

  • Follow up on assigned maintenance and repair work list provided
  • Responsible for the proper watches on the vessel at all times
  • Remain alert at all times for potential hazards
  • Responsible for imparting knowledge about the specific features, characteristics, and procedures of the vessel operations to crew members and the orientation of all new personnel aboard the vessel
  • Responsible for posting and maintenance of station bills, equipment and arrangement diagrams, and company operations and safety manual(s) aboard the vessel
  • Responsible for the Master's standing orders of the company and for particular orders he/she deems necessary to operate the vessel safely. The Master is responsible for ensuring all orders are written, understood, and signed by all bridge crew.
  • Provide on-the-job training
  • Responsible for ongoing safety programs aboard the vessel, emergency drills, and emphasizing the use of PPE
  • Ensure that the crew members report potential safety hazards and then take prompt corrective action
  • Ensure that vessel documentation, including Flag, Class, and third-party certificates, are on board, valid, and up-to-date. Vessel masters are required to upload and maintain these documents in the Unisea - Certificates module.
  • Ensure that the safety, maintenance, and reporting requirements of the regulatory bodies of the vessel registry are carried out
  • Ensures that he/she is capable of navigating through and communicating the requirements and contents of the MS to company representatives, regulatory personnel, and vessel crew-members
  • Perform any other additional duties that may be required or assigned
  • Assign work to himself/herself and deckhands, taking into account the weather, schedule, crew size, experience, and supplies
  • Instruct and assist in maintenance and repair
  • Train and assign personnel to sea watches and in-port security watches
  • Supports ongoing safety program by training deck personnel in PPE, common sense, and alertness while on assignments
  • Recommends personnel for promotion and increase in pay
  • Ensures morale and discipline
  • Keeps inventory of amounts and expirations on lifesaving, firefighting, and emergency equipment
  • Responsible for the safe and proper stowage and securing of the deck cargo and ensuring all deck cargo brought aboard agrees with the provided manifest
  • Responsible for the training and evaluation of personnel in the performance of specified duties

Physical Demands

  • Required to be able to read and write in English, calculate, have estimation skills, possess good verbal presentation, and be able to communicate effectively
  • Required to be able to tolerate repetitive and prolonged postures involving standing, sitting, twisting, squatting, kneeling, stooping, bending, pushing, pulling, stretching, reaching, and reaching to full range from above head to the floor
  • Required to be able to utilize good dexterity and frequently use one or two hands throughout the work period
  • Required good balance/coordination when walking over uneven and/or slippery surfaces
  • Required to have sufficient cardio-respiratory fitness to perform medium-heavy physical labor involving the ability to sit and/or stand for extended time frames, walk for prolonged periods, handle various tools, climb ladders, and climb stairwells
  • Subject to adverse weather conditions including rough seas, cold, wet, elevated temperatures, and humid conditions
  • Required to be able to lift at least 100 pounds from floor to waist
  • Required to be able to lift at least 75 pounds from floor to shoulder
  • Required to be able to lift at least 25 pounds from the floor to head
  • Required to demonstrate 90 pounds of grip strength in the dominant hand and 80 pounds in the non-dominant hand
  • Required to demonstrate physical demand requirements during initial pre-employment physical and any future physicals while employed
  • Able to repeatedly walk the length of the vessel
