Job Description: To provide real-time cost visibility, budgeting accuracy, and financial discipline during the planning and execution phases of a scheduled plant turnaround. This role bridges the gap between field execution and corporate accounting. Key Responsibilities: Pre-Turnaround Planning Budget Development: Assist the TAR Manager in creating detailed cost estimates based on the work scope. Work Breakdown Structure (WBS): Establish the WBS and cost codes to ensure every dollar spent is tracked to a specific piece of equipment or task. Contract Review: Review commercial terms for vendors and contractors to understand rate structures (ST, OT, DT) and equipment rentals. Execution Phase (The "Heat" of the TAR) Daily Cost Tracking: Collect and validate daily "lemons" (Labor, Equipment, Material) from contractors. Burn Rate Analysis: Compare actual daily spend against the planned baseline to identify overruns immediately. Accruals: Prepare daily/weekly financial accruals for the corporate finance team. Change Order Management: Evaluate the cost impact of "discovery work" and ensure proper authorization before spend occurs. Post-Turnaround & Reporting Final Cost Report: Reconcile all invoices against field-verified data to produce a final expenditure report. Variance Analysis: Explain why the event went over or under budget (e.g., "Scope creep in Unit 3 led to a 10% overrun"). Benchmarking: Capture data to improve the accuracy of the next TAR cycle. Qualifications: Experience 5 years in industrial construction or maintenance, specifically within petro-chem or refining. Technical Mastery of Excel (Pivot Tables, VLOOKUPs), SAP/Oracle, and Primavera P6.
