IT Program Manager

E-AIM is seeking an IT Program Manager to manage day-to-day Agile delivery for a small application development team supporting custom workflow applications. This role focuses on backlog management, sprint execution, stakeholder coordination, delivery risk management, and continuous improvement of Agile procedures supporting full lifecycle delivery (ALM).

Key Responsibilities

• Manage the team's product backlog and lead sprint planning and tracking consistent with established Agile/Scrum procedures.
• Coordinate with product management and stakeholders to develop, refine, prioritize, and manage backlog items supporting requirements through deployment.
• Facilitate Agile ceremonies including sprint planning/tracking meetings and sprint reviews (feedback demos).
• Track and communicate delivery risks that impact sprint outcomes; elevate mission-impact issues promptly.
• Coordinate and facilitate PI planning and backlog refinement supporting long-term objectives and future-year requirements.
• Propose and manage enhancements to Agile policies/procedures supporting continuous improvement.

Minimum Requirements

• 5 years of program management or business analysis experience OR a relevant 4-year degree.
• Experience managing Agile delivery for software work including requirements, development, testing, deployment, and defect resolution (full lifecycle / ALM).
• Ability to obtain and maintain a DOE security clearance (minimum L-level; may require Q-level depending on assignment).
• Ability to work on-site in Washington, DC (routine telework may be approved).
• Ability to complete required periodic/annual trainings.
• Preferred Certifications: Project/Program Management certification (PMP preferred) and an Agile/Scrum certification (CSM or PSM preferred).
