Position Title: Buyer II
Location: Irvine
Work Arrangement: On-Site Required
Position Summary
The Buyer II is responsible for sourcing, negotiating, and procuring materials, equipment, and services in support of engineering, production, and advanced aerospace/defense programs. This role requires strong procurement expertise, the ability to manage complex supplier relationships, and full adherence to FAR/DFARS, CPSR, and ITAR/EAR requirements. The Buyer II will support both tactical and strategic procurement activities while ensuring cost, schedule, and quality objectives are met.
Position Description
This position plays a key role within the Supply Chain/Procurement organization, ensuring that all procurements are executed in compliance with government contracting regulations and internal processes. The Buyer II partners closely with Program Management, Engineering, and Quality to develop procurement strategies that meet program requirements. This role handles complex purchase requirements, conducts detailed cost/price analysis, and supports long term supplier development initiatives.

Required Duties And Responsibilities
- Develop and issue RFPs/RFQs and perform competitive bid analysis.
- Negotiate pricing, terms and conditions, lead times, and other commercial requirements with suppliers.
- Draft, organize, and maintain procurement documentation to ensure full CPSR compliance.
- Conduct cost and price analysis to validate fair and reasonable pricing.
- Collaborate with Program Management, Engineering, and Quality to align procurement plans with program needs.
- Monitor supplier performance metrics such as On-Time Delivery, quality, and responsiveness; drive corrective actions as needed.
- Support the development and maintenance of Long-Term Agreements (LTAs) and strategic supplier partnerships.
- Utilize ERP/MRP systems (NAV/E-Quip or equivalent) to manage purchase orders and material requirements.
- Track schedules, identify risks, and resolve supply chain disruptions to maintain program alignment.
- Contribute to continuous improvement efforts related to procurement processes, tools, and compliance.
- 3–6 years of progressive procurement experience in aerospace/defense or another highly regulated environment.
- Strong knowledge of FAR/DFARS, CPSR requirements, and government contracting practices.
- Demonstrated ability to negotiate pricing, terms, and conditions.
- Experience performing detailed cost/price analysis.
- Proven ability to manage multiple purchase orders with accuracy and urgency.
- Experience with ERP/MRP systems.
- Strong analytical, organizational, and problem solving skills
- Knowledge of ITAR/EAR export compliance.
- Ability to mentor and support junior buyers.
- Bachelor's degree in Business, Supply Chain, Finance, or related field; equivalent experience considered.
- Experience leading Supplier Corrective Action Requests (SCARs) and supplier recovery plans.
- Familiarity with AS9100/ISO9001 quality systems.
- Certifications such as CPSM, CPIM, or APICS CSCP (or working toward certification).
- Demonstrated history of cost savings or cost avoidance through strategic negotiation.
- Exposure to subcontract administration or contract management.
