DUTIES AND RESPONSIBILITIES
Serves as a project manager and subject matter expert on complex environmental issues, particularly current or potential Brownfield sites that may impact the quality of water, air, and land within the Navajo Nation.
- Manages and coordinates Brownfield assessment and remediation projects in collaboration with the U.S. Environmental Protection Agency (EPA), Navajo EPA, contractors, and other federal, tribal, and local stakeholders.
- Prepares, reviews, and presents technical reports, briefings, and presentations related to Brownfield investigations, site assessments, and remediation activities.
- Serves as a technical advisor and lead on Tribal and federal environmental regulations related to the protection of human health and the environment on Navajo Nation lands.
- Conducts on-site inspections; collects, evaluates, and analyzes technical and environmental data; and develops recommendations for remediation strategies and enforcement actions under the Navajo Nation Comprehensive Environmental Response, Liability, and Enforcement Act (NNCERLA).
- Oversees and manages multiple grants, including financial tracking, compliance with work plans, and contractor oversight for environmental investigations and remediation projects.
- Participates in the development, review, and implementation of legislation, regulations, and policies related to environmental protection.
- Prepares and submits weekly, monthly, and quarterly reports to Navajo EPA and the U.S. EPA, as required.
- Represents Navajo EPA at public meetings, community outreach events, and stakeholder engagements.
- Performs other related duties as assigned.
MINIMUM QUALIFICATIONS
- Bachelor's degree in Physical Science, Biology, Chemistry, or a closely related field; and Four (4) years of professional experience working with environmental programs and/or projects.
SPECIAL REQUIREMENTS
- A favorable background investigation.
- Must possess a valid state driver's license.
KNOWLEDGE, SKILLS, AND OTHER CHARACTERISTICS
Knowledge of:
- Brownfields programs and applicable federal, state, and Tribal environmental laws and regulations (preferred).
- OSHA 29 CFR HAZWOPER) standards (preferred).
Skill in:
- Establishing and maintaining effective working relationships with government agencies, contractors, community members, and other stakeholders.
- Managing projects, grants, contractors, and multidisciplinary project teams.
- Preparing clear, accurate, and technically sound reports and presentations.
- Using Microsoft Office and related software applications.
Ability to:
- Conduct formal presentations in public and community settings (preferred).
- Apply technical and scientific knowledge to complex environmental problems and develop effective solutions.
- Work independently and exercise sound professional judgment.
- Perform fieldwork in remote locations and rough terrain.
- Participate in a medical monitoring program and safely wear personal protective equipment (PPE), including respirators.
Additional Attributes:
- Leadership experience in project management or field operations preferred.
- Navajo language proficiency preferred.
