The Jail Sergeant is a command position for the Douglas County Jail. The Jail Sergeant supervises day-to-day activities in the Jail to ensure an orderly and safe facility for staff and inmates. The work is performed under the supervision of the Jail Operations Lieutenant and Jail Administrator.
Provides first-line supervision of jail staff and contracted staff.
- Supervises, plans, coordinates, and directs the work and activities of assigned staff.
- Assists staff in performing duties and performs duties of Deputy Jailer as necessary.
- Ensures adherence to procedures and schedules for meals, laundry, cleaning, maintenance, inspection, and prisoner activities.
- Monitors individuals' work performance and training progress, in person and through documentary review, to ensure execution of orders, adherence to work procedures, and compliance with legal requirements.
- Reports information to Jail Lieutenant and Jail Administrator/Captain regarding all personnel issues, including but not limited to time off, performance, requests, duty assignments, and directives.
- Prepares annual reviews of assigned staff.
- Prepares shift schedules, approves the use of benefit time and monitors schedules to maintain minimum staffing levels, and orders staff in as needed per policy.
- Prepares communications such as emails, memos, and briefings to inform staff of updated and current information.
- Provide training regarding all activities of the jail.
- Assign, assist, and approve searches and inspections of the facility and inmates.
- Makes emergency decisions in accordance with outlined procedures and protocol, as necessary in all critical jail incidents.
- Coordinates transporting prisoners to and from jail, doctor's appointments, hospitals, court, and other agencies.
- Conducts hearings and makes determinations regarding discipline.
- Calculates sentences and makes determinations of release dates.
- Decide when to release inmates from custody.
- Classifies inmates using objective criteria.
- Answers or assigns requests and grievances.
- Communicates and coordinates with different agencies regarding custody, care, and legal status.
Qualifications Must Also Include The Following
- Possess a valid driver’s license
- Possess Wisconsin Jail Officer Certification or the ability to obtain Wisconsin Jail Officer Certification within one year of hire
- Must be 21 years of age
- Thorough knowledge and understanding of the State of Wisconsin DOC code 350.
- Thorough knowledge of the progressive discipline process.
- Thorough knowledge of the state laws and regulations concerning correctional institutions, inmate rights, and the principles and procedures of institution management.
- Work is performed in a secure jail facility that supervises inmates incarcerated for criminal activities ranging from misdemeanor to felony offenses.
- This position encounters threatening situations, which may require the physical restraint of inmates and rapid response to code calls and inmate disturbances.
- Standing or walking 12-16 hours daily.
- Potential exposure to body fluids and/or communicable diseases.
- Exposure and management to mentally unstable individuals and individuals under the influence of controlled substances.
- Additional physical/mental requirements that occur may not be listed above but are inherent in performing the position's essential functions.
- The job requires working with 2-way radios, computers, phones, fingerprinting equipment, chemical irritant, restraints, and Tasers.
- Required to work a variety of shifts, including midnights, days, holidays, and weekends. To work mandatory overtime depending on staffing and facility needs.
- The ability to walk and stand for 12-16 hours a day.
- Walking up and down stairs throughout your shift.
- The ability to lift and carry up to 50 pounds.
- Must be able to pass and maintain the physical standards set forth by the LESB for jailer certification.
- Must be able to deal with and subdue violent and hostile individuals as necessary.
- While performing the duties of this position, the employee is regularly required to talk or hear.
- Tasks may also involve extended periods of time at a keyboard or workstation.
