The Data Analyst/Technician serves as the primary records, compliance, and law enforcement systems authority for the Sheriff's Office. Working under the direction of the Sheriff, this position is responsible for the administration, integrity, and compliance of criminal justice records and systems, including serving as the System Administrator for the department's records management system. This role exercises a high degree of independent judgment and holds permissions to make system changes and improvements that are limited to very few authorized employees.

The position oversees records management, civil process, Criminal Justice Information System (CJIS) compliance, and audit readiness, while supporting departmental operations through system configuration, data validation, training, and procurement of equipment and supplies. The role serves as a key liaison with state and federal agencies, IT, and partner agencies to ensure accuracy, security, and regulatory compliance across all law enforcement information systems.

Full-time based on 37.5 hours per week (1,950 hours annually); non-exempt. The typical hiring range for 2026 is $22.92–$24.73 per hour.

Essential Duties

  • Serve as the Terminal Agency Coordinator (TAC) for all authorized Criminal Justice employees in Douglas County; ensure appropriate access, use, and security of Criminal Justice Information (CJI), Computerized Criminal History (CCH), and related systems. Monitor County and departmental worksites to ensure CJIS compliance with established methods, guidelines, standards, and procedures, and report misuse or security incidents to the Wisconsin Department of Justice (CIB) and the Federal Bureau of Investigation (FBI).
  • Coordinate, manage, and respond to FBI and CIB administrative audits, ensuring compliance with applicable statutes, regulations, and policies. Oversee the completion of monthly National Crime Information Center (NCIC) validations, including the accurate entry, maintenance, modification, and auditing of records for wanted and missing persons, stolen vehicles, firearms, and property. Conduct quarterly audits of law enforcement system users.
  • Serve as System Administrator for the Spillman Records Management System, with authority to configure, modify, and improve system functionality. Maintain system integrity, manage user access, ensure legal and CJIS compliance, support audits, and identify, prioritize, and implement system enhancements that impact operational efficiency and data accuracy.

  • Audit records and database entries for accuracy, completeness, and compliance with CJIS requirements, department policies, and applicable state and federal laws.

  • Manage civil process (paper service), including the processing of all incoming restraining orders, arrest warrants, and related court documents. Compile, validate, and enter required information into state and national databases, conducting comprehensive database queries for criminal history, driver's license records, Department of Corrections data, sex offender information, vehicle registration, stolen property, court orders, and wanted persons.
  • Compile, review, and process law enforcement incident reports and inmate booking reports, ensuring accuracy, completeness, and compliance prior to entry into applicable systems.
  • Submit crime data in accordance with the FBI Uniform Crime Reporting (UCR) Program, complete monthly Data Quality Control Reports to the CIB, identify discrepancies, ensure required information is provided, and submit supplemental reports related to homicides, firearm discharges, pursuits, and no-knock search warrants.
  • Coordinate and deliver required training for sworn and civilian staff related to CJIS compliance, records management, Spillman system usage, and law enforcement databases. Maintain training records and ensure compliance with Wisconsin DOJ and FBI training requirements.
  • Research, evaluate, and procure equipment, supplies, and software to support Sheriff's Office operations, including but not limited to records systems, office technology, and law enforcement equipment. Coordinate with vendors and County purchasing processes and make informed recommendations aligned with departmental needs and long-term goals.
  • Provide partner agency support related to law enforcement applications and system interfaces, including reporting, system configuration, documentation, and training materials.
  • Coordinate with jail administration and partner agencies to arrange prisoner transportation and extradition related to outstanding arrest warrants.
  • Perform limited technical system support functions as they relate directly to records management systems, CJIS compliance, and system administration responsibilities.
  • Perform other duties as assigned in support of the Sheriff's Office mission, priorities, and operational directives.

Minimum Qualifications

  • Associate Degree (A.S. or A.A.) in Information Technology, Networking, Database Management, or a related field
  • Minimum of one (1) year of relevant experience in Information Technology
  • Previous legal or law-related background preferred
  • A combination of education and experience that provides the necessary knowledge, skills, and abilities to perform the job satisfactorily will also be considered.

  • Provides direction, training, and subject-matter expertise to assigned staff and department personnel, supports skill development, ensures compliance with Wisconsin DOJ and FBI standards, and promotes consistency in records and system usage.
  • Collaborates effectively with internal teams and external partners, including law enforcement agencies, prosecutors, courts, and county departments, fostering productive working relationships to achieve shared public safety objectives.
  • Takes ownership of responsibilities, follows through on commitments, and ensures complex projects and tasks are completed accurately, securely, and within established timelines.
  • Demonstrates initiative and a commitment to continuous learning, remains current on emerging technologies and best practices, and actively seeks opportunities to improve departmental operations and community service outcomes.

Working Conditions

This job operates in a professional office environment and routinely uses standard office equipment, such as computers, phones, photocopiers, filing cabinets and fax machines.

Physical Requirements

Duties require the employee to perform light physical work, lifting up to 25 pounds and lifting and carrying up to 10 pounds; a multitude of movements involving standing, lifting, stacking, walking, pushing and pulling.
