What are the responsibilities and job description for the Fiscal Specialist - Highway position at Douglas County (WI)?
The work of the Highway Fiscal Specialist involves accurate data entry, recordkeeping, and related tasks. Most of the assignments are recurring in nature, the employee is expected to exercise a certain amount of judgment and resourcefulness in dealing with unusual circumstances. The position requires accounting skills and the ability to learn readily the procedures and regulations of the office. The work is performed under the general supervision of the Highway Accountant and Highway Commissioner.
This position reports to Douglas County Highway Department HQ, located in Hawthorne, WI.
Full-time based on 37.5 hours per week. Wage based on 2026 salary grade, $22.92-$24.73 per hour.
Standard hours of operation:
Snow Season (November–April): Monday–Friday, 7:30 AM to 3:00 PM
Summer Season (April–November): Monday–Thursday, 6:30 AM to 4:00 PM

- Tracks and verifies time off with pay benefit balances.
- Monitors accuracy of information on timesheets; works with Operations Manager and Shop Manager on timesheet discrepancies.
- Posts daily road material usage; prepares journal entries in mainframe accounting software system and updates balances maintained on spreadsheets for miscellaneous materials.
- Posts daily crew report and time summary report to individual machine units.
- Tracks and verifies material purchases and usage for certain state and county inventories.
- Posts inventory usage based on usage slips completed by employees.
- Reviews invoices to determine accuracy of billing rates.
- Determine the appropriate account number and code for invoice billing.
- Performs a wide variety of clerical-accounting and related tasks.
- Assists other office staff employees with duties of answering phone calls and providing assistance to walk-in customers.
- Operates a computer to perform a variety of tasks using mainframe software, spreadsheets and word processing applications.
- Performs other duties of a similar nature or level or as required.
High school diploma or equivalent, and two-year vocational/technical training in bookkeeping/accounting required; two or more years of accounting/bookkeeping/payroll experience preferred; or any combination of education and experience that provides equivalent knowledge, skills, and abilities.

Tasks may involve extended periods of time at a keyboard or workstation.
