This position is located in the Office of Ship Operations, Office of the Deputy Associate Administrator for Federal Sealift, Office of the Associate Administrator for Strategic Sealift, Maritime Administration (MARAD).

Qualifications:

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the GS-14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Experience in ship operations, maintenance, and repair of U.S.-flag or government-owned ships, including major shipyard availabilities and drydock periods, with application of regulatory requirements (e.g., American Bureau of Shipping (ABS), United States Coast Guard (USCG), Naval Sea Systems Command (NAVSEA)) and international maritime standards.
  • Experience managing ship repair and maintenance including preparing schedules and budgets, evaluating schedule and cost risks, tracking maintenance and repair activities, assessing vessel condition, generating reports, and supporting budget and operational decisions.
  • Experience overseeing contracts involving ship maintenance, repair, or conversion at the prime or subcontract level, with responsibility for contractor performance evaluation, work validation, and quality assurance of services or products delivered.

  3. Budget Administration - Knowledge of the principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget; and the relationships among program, budget, accounting, and reporting systems.
  4. Manages and Organizes Information - Identifies a need; gathers, organizes, and maintains information; determines its importance and accuracy, and communicates it by a variety of methods.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Responsibilities:

As a Supervisory Marine Surveyor, you will:

  • Manage and administer the ship operations, maintenance, and repair programs for 10-15 assigned ships through direct supervision of a group of subordinate Marine Surveyors.
  • Prepare, justify, defend, execute, track, monitor, and manage the budgets for all assigned ship operations, maintenance, and repair programs.
  • Manage and supervise the execution of contract quality oversight and contractor performance monitoring.
  • Guide and monitor ship maintenance and repair, crewing, training and other activities to ensure ship mission readiness is maximized and mission performance meets established objectives.
  • Provide various reports on ships’ conditions, readiness levels, in-progress repairs and other aspects effecting readiness to inform higher authority and support development of a real-time picture of overall Strategic Sealift capacity.

The ideal candidate is an individual with knowledge of ship operations, maintenance and repair programs, including ship repair and alteration, maintenance, vessel operations, logistics support, construction, mission readiness, operational reliability, cost-effectiveness, budgeting, planning, commercial ship manager practices, contractor oversight, quality assurance, and customer satisfaction. The ideal candidate also possesses prior supervisory or team leader experience, including oversight of hiring processes, performance management activities, and initiatives to enhance team productivity.
