The Victim Advocate Prevention Educator is a key position in the Sexual Assault Prevention and Response Office (SAPRO), providing trauma informed victim advocacy to victim-survivors of sexual assault, sexual or sex-based harassment, relationship violence, stalking and retaliation; for incidents that occur on campus, off campus and at sea during Midshipmen’s Sea Year training.  Assists with development, implementation and assessment of prevention education efforts at the Academy.    

Qualifications:

To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or specialized experience requirements for the grade at which you are requesting consideration.

To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include:

  • Experience providing trauma-informed advocacy and support services to victim-survivors of sexual assault, sexual or sex-based harassment, relationship violence, and stalking, applying knowledge of the neurobiology of trauma and trauma-informed care principles.
  • Experience with assisting with sexual violence policy development and prevention education initiatives, providing guidance to support implementation of victim-centered practices and awareness programming.
  • Experience managing multiple competing priorities including survivor support activities, prevention programming, and case documentation while maintaining accurate records, meeting deadlines, and collaborating with internal and external partners.

To qualify for the GS-11 on Education alone, you must have:
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

To qualify for the GS-12 on Experience,  you must have at least one year of experience equal or equivalent to the GS-11 it must include:

  • Experience providing trauma-informed advocacy services within a higher education setting to victim-survivors of sexual assault, sexual or sex-based harassment, relationship violence, and stalking, applying expertise in the neurobiology of trauma and survivor-centered response practices.
  • Experience designing and delivering sexual violence prevention education and training for young adults in higher education, incorporating knowledge of state and federal requirements to ensure programs align with institutional compliance standards.
  • Experience providing organizational and program management skills by overseeing multiple prevention initiatives, meeting deadlines, maintaining detailed documentation, and communicating effectively with diverse stakeholders.

You cannot qualify on education at the GS-12 level; you must have experience.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Program Knowledge: Employee performs assignments requiring the application of fundamental principles, concepts, techniques, and guidelines relative to relationship and sexual violence prevention and response program.
  • Technical Knowledge: Facilitates relationship and sexual violence prevention and intervention training.
  • Communication: Communicates information to students, staff, and faculty about relationship and sexual violence and refers students, staff, and faculty to supportive services.


For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience

Students enrolled in a qualifying degree program can apply if the anticipated graduation date is within six months of closing date of the announcement. Graduation transcript must be received before start date.

Responsibilities:

The Victim Advocate/Prevention Educator:

  •  Responds to crisis calls through the Academy’s 24/7 On-Call Hotline on a rotating basis, providing immediate support to survivors on campus, off campus, or at sea.
  • Provides survivor-centered advocacy including non-clinical safety assessments, safety planning, and referrals to medical, mental health, legal, and spiritual resources while maintaining confidentiality.
  • Develops and delivers prevention education programs for Midshipmen, faculty, and staff using the SocialEcological Model; assists with curriculum development, tracks attendance, and analyzes post-training feedback.
  • Coordinates and conducts required SAPR training for students, faculty, and staff, including Indoctrination, bystander intervention, and Sea Year training in accordance with Academy policy.
  • Supports SAPRO operations through program administration, policy advising, peer education initiatives, awareness events, cross-department collaboration, and program evaluation including required reporting. 

The ideal candidate for this position is a mid-level compassionate professional, experienced in assessing needs and guiding victim-survivors of sexual assault, sexual or sex-based harassment, relationship violence or stalking.  They are client-centered, trauma-informed and skilled at connecting clients to community support resources. The candidate has implemented sexual violence prevention efforts with young adults and is confident in delivering training to large and small groups of college students, faculty, and staff. They have successfully planned sexual violence awareness events, thrive in a demanding work environment characterized by tight timelines and shifting priorities.
