This position is established to assist the Office Director and senior environmental staff in the planning, coordinating, and implementation of environmental activities of the Maritime Administration. Although the position is broad in scope, the employee's duties are focused primarily on the National Environmental Policy Act (NEPA) and general environmental compliance for the Agency.

 

Qualifications:

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Experience with environmental laws and regulations, including the processes and procedures of the National Environmental Policy Act (NEPA), and Deepwater Ports.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):  Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Technical competence - Expertise in U.S. environmental laws and regulations, with the ability to advise stakeholders and resolve highly complex, sensitive, or controversial environmental issues.
  • Critical thinking - Skilled in analyzing complex environmental issues and develops effective, defensible solutions.
  • Decision making - Ability to make sound decisions and advise senior leadership on sensitive environmental contexts.

For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.

Responsibilities:

The Enviromental Protection Specialist:

  • Conducts National Environmental Policy Act (NEPA) reviews of proposed Agency actions in accordance with Agency, Department, and CEQ guidelines, regulations, administrative orders and prepare appropriate documentation. Provides technical assistance to the Director and senior staff in the Office of Environmental Compliance in support of carrying out the Agency's duties under NEPA.
  • Participates in a broad range of environmental evaluations and the subsequent development of findings and recommendations to the Maritime Administration, Department of Transportation, federal, state, and local governments, other organizations, and the private sector on environmental issues.
  • Provides technical guidance on the protection of the environment by the prevention, control, and abatement of pollution generated from vessels, port facilities, shipyards, and fleet facilities, including Federal facilities such as the National Defense Reserve Fleet.
  • Represents the Maritime Administration in and with international and domestic environmental and compliance rule-making and standards writing bodies, including but not limited to the International Maritime Organization (IMO), International Organization for Standardization (ISO), US Coast Guard (USCG), Environmental Protection Agency (EPA), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), and American Society for Testing and Materials (ASTM) International Standards Worldwide.
  • Assists with the development of Requests for Proposals, Invitations for Bids, and other documentation that supports Agency goals.

The ideal candidate should have experience in managing a wide variety of environmental compliance programs. Must have experience in the processes and procedures of the National Environmental Policy Act.
