The NYC Department of Probation (DOP) is a world leader in working creatively and effectively engaging with people under court-mandated community supervision. Following the best current data on “what works,” staff at DOP engage in meaningful relationships with those on probation to enhance community safety and decrease recidivism.

Under executive direction of the Deputy Commissioner of the Department of Probation and with wide latitude for independent judgment, action and decision-making, the Associate Commissioner of Juvenile Operations provides direction and administrative review to a management staff responsible for the provision of community oriented justice sanctions and rewards to juvenile probationers.

As a member of the Executive Management team, the Associate Commissioner serves as an advisor to the Commissioner and the Chief of Staff on matters concerning Juvenile Court Probation Services. As a Senior Team member, the Associate Commissioner has responsibility for innovations and reforms in the area of expanding community-based youth development programs and services to juveniles on probation. The Associate Commissioner of Juvenile Operations will:

  • Assist in directing managerial staff that plan, coordinate and implement juvenile probation services throughout the five boroughs of NYC, including the preparation of Investigations and Reports, (INRs) for the Courts and the supervision of juveniles who have been sentenced to probation in accordance with relevant State laws.

  • Assist in working with the New York City Police Department, borough District Attorneys’ Offices, Legal Aid/Defense Counsel, other city and state agencies, and not-for-profit organizations to develop programs that will provide juvenile probationers with tools to lead productive and successful lives while enhancing public safety. This includes, but is not limited to, programs that provide opportunities for positive youth development as well as services that address education, employment and housing needs, domestic violence, mental illness, drug and alcohol addiction, sex offending, family intervention etc.

  • Assist in overseeing the allocation and assignment of staff in Juvenile Operations city-wide; in all boroughs, ensures that probation and supervisory probation officers are assigned manageable caseloads and have sufficient support staff.

  • Assist in recommending organizational changes; reengineering of and enhancements to, business processes to ensure appropriate allocation of resources; streamlining of procedures and the application of innovative and efficient methodologies.

  • Assist in monitoring borough office operations to ensure commitment to, and attainment of, agency goals and objectives. Adjusts managerial focus, when necessary, to achieve desired outcomes.

  • Assist in working collaboratively with the Chief of Staff to identify the ongoing training needs of both line and managerial staff.

Minimum Qualifications



A baccalaureate degree from an accredited college and four years of full-time paid experience in counseling or casework in a recognized agency adhering to acceptable standards in probation, parole, social services, psychiatric or medical social work or related field, at least 18 months of which must have been in a responsible supervisory, administrative or consultative capacity performing activities related to the duties of the position; or

A combination of education and/or experience equivalent to “1” above. However, all candidates must have at least 18 months of experience in an administrative, managerial, executive, consultative, executive capacity or supervising personnel performing activities related to the duties of the position.



Preferred Skills


- Ability to analyze and recommend policies and procedures with strategic foresight. - Ability to propose innovative approaches to complex problems. - Ability to inspire and motivate juvenile probation staff to embrace and implement new approaches or goals as determined collaboratively with the Commissioner. - Comprehensive knowledge of New York City and State Penal and Family Court Systems a plus. - Skilled at public speaking and the proven ability to present the agency’s position in meetings with high level officials and other government and private entities. Knowledge of best practices in the area of motivating juveniles under supervision

Residency Requirement


New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
