Note: Applications can be accepted from students who expect to complete qualifying education within 9 months from the date of application. Education was completed successfully before the applicant can be appointed. RESPONSIBILITIES: As a Social Science Analyst (Evaluation Officer), you will:
  • Manage agency-wide evaluation methodology, standards, and requirements to ensure the scientific integrity of the agency's evaluation activities. Coordinate and increase technical expertise available for evaluation and related activities within the agency and improve the quality of evaluations and knowledge of evaluation methodology and standards.
  • Serve as the champion for, and educator of, all agency employees, leaders and staff on evaluation, including what evaluation is, the value of conducting evaluations, how to distinguish high-quality evaluation from other types of analyses, and the importance of evaluation as a strategic investment.
  • Provide agency-wide guidance and technical assistance to ensure evaluation findings are communicated to stakeholders in ways appropriate to their needs and interests, and that evaluation results are disseminated throughout the agency and to the public, as appropriate.
  • Serve as a senior advisor to agency leaders on evaluation policy and practice, such as designing and undertaking evaluations, interpreting results, and integrating evaluation findings into day-to-day agency operations, management processes, budgeting, strategic planning, and other decision making.
  • Serve as the principal contact on evaluation for agency-wide and cross-cutting evaluation efforts, both with external stakeholders and in coordination with senior officials responsible for related agency functions, such as the HHS Secretary, Information Officer, Data Officer, Statistical Official, Performance Improvement Officer, and other HHS evaluation and analysis units and personnel.

Basic Qualifications:
Degree: behavioral or social science; or related disciplines appropriate to the position.
OR
Combination of education and experience that provided the applicant with knowledge of one or more of
the behavioral or social sciences equivalent to a major in the field.
OR
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one
or more of the behavioral or social sciences equivalent to a major in the field.

Minimum Qualifications : You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-14 grade level in the Federal service performing ALL of the following:
  • Leading agency-wide evaluation strategy and policy development by establishing frameworks, standards, and guidance.
  • Advising executive leadership on the application of evidence, including complex findings from program evaluation, to inform strategic planning, budgeting, or regulatory decisions.
  • Collaborating with senior officials or external stakeholders to identify and plan for evaluation activities that align with departmental and national priorities.
  • Overseeing advanced research and methodologically sound program evaluations using qualitative and quantitative methods to assess program effectiveness and address complex policy challenges.
  • Leading multidisciplinary teams and workgroups to develop evaluation plans and recommendations, providing technical assistance as needed.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
