The ITM I will serve as the Manager of Security Operations within the Enterprise Security Services Office of the Information Technology Division (ITD).

As the chief of the Security Operations Section (SOS), the ITM I is fully responsible for organizing, planning, and directing all activities in the section. The SOS is responsible for developing and implementing FI$Cal’s information security policies, planning and providing security awareness training for staff, planning and conducting information security tests, identifying and addressing information security risks and vulnerabilities, and developing and implementing the information security risk management program. The SOS is also responsible for conducting information security audits, identifying and implementing security analytics, coordinating independent security assessments, and maintaining the Plan of Action and Milestones (POAM). The section works with other ITD teams and FI$Cal divisions to carry out the actions listed in the POAM and reduce information security risks.

In this management role, the ITM I serves as an information security subject matter expert and is responsible for reviewing and implementing activities related to regulatory compliance and risk management. This work protects data confidentiality and privacy rights and ensures the integrity and availability of FI$Cal’s information systems.


Although the duties for this position are primarily focused in the Information Security Engineering domain, the ITM I may be assigned work in other domains as needed.

Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee’s monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract. The salary range(s) included on this job posting do not reflect the reduction in pay.

At FI$Cal, we currently offer a remote-centered position with the flexibility of telework up to three days per week. In-office attendance is mandatory on designated days and is subject to change. Our office is located at 2000 Evergreen Street, Sacramento, CA. Candidates residing outside of California are welcome to interview, but proof of California residency is required before appointment. Please note, relocation and commute expenses are the responsibility of the employee. 

 

This position requires prolonged sitting in an office-setting environment with the use of a personal computer. Employees must demonstrate a commitment to maintain a working environment free from discrimination and sexual harassment. It eliminates the need for hundreds of independent legacy systems by combining the state’s accounting, budgeting, cash management, and procurement operations into a single financial-management system.

This position is located in the Information Technology Division (ITD), whose core mission is to provide a reliable, quality solution to customers and partners and maintain the highest level of security. ITD strives to support FI$Cal with self-sufficient, innovative technology infrastructure and application services built and managed by skilled technical staff. As customer and partner needs evolve, ITD will continue to improve FI$Cal by using its mature systems development life cycle processes.? 

  • The position(s) require(s) a Background Investigation be cleared prior to being hired.
  • The incumbent will use tact and interpersonal skills to develop constructive and cooperative working relationships with others, e.g., stakeholders, customers, management, peers, etc., to facilitate communication to improve the work environment and increase productivity. 
  • This position requires the ability to work under pressure to meet deadlines and may require excess hours to be worked.    
  • The incumbent provides back-up, as necessary, to ensure continuity of departmental activities. 
  • This position is designated under the Conflict of Interest Code. The position is responsible for making or participating in the making of governmental decisions that may potentially have a material effect on personal financial interests. The appointee is required to complete Form 700 within 30 days of appointment and once per year thereafter.  
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Expertise in computer programming.
  • Hands-on technical experience in software development, system administration, and networking.
