Starting salary for this position: $39,852.80/Annual ($19.16/Hourly)*

* Offered salary will be determined by experience, qualifications, and skill set that the candidate brings to the position. Though this position is unclassified, the posted starting salary is equivalent to classified Pay Grade 25, step 6. Please contact Recruitment Coordinator for further details.

Position Summary & Responsibilities

Position Summary:  

The Department's mission is by using evidence-based practices, to increase conditions of supervision and the ability of residents to reintegrate, which will result in safely reducing revocations among Kansas parolees and probationers through risk reduction philosophy and a three-phased plan: Intake and incarceration, Pre-Release Planning and Reentry Post-Release Supervision. This position serves as the Business Liaison is a member of the Pre-Release Planning and Reentry Post-Release Supervision teams that may include, but not be limited to, agency staff at all levels and with a broad range of system-and community-based external stakeholder organizations. Business liaisons have facility based and regional responsibilities with a focus on providing individualized career development, reentry employment support and individualized reentry navigation to access programs, education, and services to those in transition. Embedded within correctional facilities and parole offices, Business liaisons play a key role in helping individuals prepare for and successfully transition into the workforce, supporting efforts to reduce recidivism through sustainable employment.

Job Responsibilities may include but are not limited to the following:  

This position will work with clients pre- and post-release to address employment plans, and to staff job resource rooms, primarily at the Topeka Parole Office, as well as surrounding areas. 

The Business Liaison expands employment opportunities for justice-involved individuals by developing strong employer partnerships, coordinating with facility Career Navigators, and aligning labor market needs with participant career pathways. The incumbent supports both pre-release and post-release employment efforts, facilitates access to training and workforce resources, and helps address barriers that impact job readiness and long-term employability. Through proactive employer engagement, close collaboration with facility Career Navigators, Kansas Correctional Industries (KCI), program staff, workforce partners, and education staff, the Business Liaison serves as the primary bridge connecting Kansas skilled pipeline inside correctional facilities to high-demand industries across the state.

Essential Duties and Responsibilities: 

  • Providing referrals to workforce centers and supporting access to community-based employment resources. 
  • Coordinate pre-release and post-release interviews, securing job placements that match each person's interest, training, and long-term career goals. 
  • Assist with pre-release and post-release employment planning, advocate for participant skills with employers, and help navigate employment-related challenges. 
  • Support access to skilled trades training, apprenticeships, and industry-recognized credentialing programs.

Development of Job Opportunities: 

  • In coordination with Career Navigators and workforce centers, develop new job opportunities and employer partnerships. 
  • Conduct outreach to employers, non-profits, and community organizations to increase workforce pipelines. 
  • Participate in job fairs, hiring events, employer meetings, and regional workforce activities. 
  • Assess employer willingness and capacity to hire justice-involved individuals, assisting Career Navigators with zoom employment interview opportunities when applicable and help resolve hiring barriers. 
  • Formulates organizational plans and develops Career Navigation manuals, processes, and procedures to support consistent, effective service delivery across facilities and regions. 

Resource Navigation & Community Connections: 

  • Provide warm handoffs and referrals to ensure access to essential stability resources and supportive services. 
  • Coordinate with community-based organizations offering housing support, transportation assistance, identification services, benefits enrollment, financial literacy, and other reentry needs. 

Regional & Facility Workforce Coordination: 

  • Build partnerships with local non-profits, training providers, and resource agencies to support sustainable employment pathways. 
  • Collaborate with facility leadership, workforce centers, and community partners to ensure events align with program goals. 
  • Assess employer readiness and appropriateness to hire justice-involved individuals and help mitigate hiring barriers through collaboration with parole offices and community partners. 
  • Assist in planning implementing employer fairs, resource events, and workforce activities as assigned, at correctional facilities. 

Data Collections & Documentation: 

  • Collect, track, and maintain accurate records (employment outcomes, wages, program participation, and completion status). 
  • Track and document all resources connections, barrier-removal activities, and referrals provided to participants. Consults and evaluates procedures and activities by providing professional expertise and direction for program. 
  • Conduct and record pre-and post-release/prerelease interview in alignment with program expectations. 
  • Maintain an updated employer list, including employer contract information, job opportunities, and individuals hired. 
  • Document participant interactions and program activities across multiple systems including Athena and SharePoint. 
  • Contribute to regular reporting cycles by providing timely and accurate data and success stories. 
  • Use data insight to refine service delivery and identify trends in employment and recidivism outcome.

Qualifications

Minimum Qualifications:  

Six months of experience in planning, implementing and monitoring activities relevant to the agency’s programs. Education may be substituted for experience as determined relevant by the agency.

Preferred Qualifications:  

Bachelor’s degree in criminal justice, Social Work, Human Service, Psychology or related field, or equivalent combination of education and experience working with justice involved individuals, workforce development programs, case management or related field and one year community-based service coordination. 

Ability to communicate effectively with diverse populations, including individuals with complex barriers to employment and reentry. 

Demonstrate ability to maintain accurate case records, documentation, and data tracking in case management system. 

Knowledge of community resources, employment readiness practices, and reentry support services. 

Ability to establish and maintain effective working relationships with correctional staff, community partners, employers and service providers.

Post-Offer, Pre-employment Requirements:  Must possess and maintain a valid driver's license. Must pass a criminal history records check.
