This position is located in the Department of Corrections, Central Detention Facility (CDF). The Correctional Program Specialist (Volunteer Services) is responsible for the coordination and organization of all agency volunteer program operations, including advisory services and program review and evaluation.

This position utilizes knowledge of penological theories and principles of the problems, methods, and techniques of institutional management to ensure effective volunteer program operations and support.

Duties and Responsibilities

Coordinates and administers all agency volunteer program operations. Provides advisory services, program review and evaluation. Develops goals, objectives, policies, and procedures related to Volunteer Services and maintains overall departmental programs in this area. Monitors and ensures achievement of departmental goals and objectives within established timeframes. Keeps abreast of current department policies, procedures, and practices and ensures compliance with such guidelines.

Develops and maintains master plan for volunteer services. Develops, maintains and implements concepts and programs geared toward the needs of diverse inmate population. Evaluates existing volunteer services and makes recommendations for improvement to departmental and facility managers, as well as, to the volunteer community. Continually provides program review and assessment services. Gathers input on the adequacy and effectiveness of volunteer services from the volunteer community inmates and departmental officials.Ensures all volunteers meet established guidelines and requirements prior to being permitted to work in DOC facilities.

Qualifications and Education

The incumbent must have demonstrated the ability to perform supervisory or administrative duties successfully. This includes (1) understanding the problems of custody, treatment, training, and release of inmates of penal or correctional institutions; (2) a thorough and comprehensive knowledge of an institution's internal policies, programs, regulations, and procedures; and (3) training subordinates, coordinating and directing activities and functions, evaluating performance of operations and the effectiveness of programs, and maintaining high standards or work objectives.

Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, applicants must have one (1) year of specialized experience equivalent to at least the next lower grade level in the line of progression.

Working Conditions/Environment

The work is typically performed at a correctional facility with some travel to other offices, institutions, meetings, public forums and conferences.

Other Significant Facts

Tour of Duty: Monday – Friday 8:00 a.m. to 5:00 p.m. Incumbent may be subjected to on-call status on a 24-hour basis as required with the ability to work beyond regular shift and responding to emergency situations or other extraordinary work related situations as required.

Pay Plan, Series and Grade: CS-0006-11

Promotion Potential: No known potential.

Duration of Appointment: Career Service – Regular Appointment.

Collective Bargaining Unit: This position is not covered under a collective bargaining agreement.

Position Designation: The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability Safety Sensitive. The incumbent must be able to pass a criminal background check; therefore, you may be required to provide information about your criminal history in order to be appointment to this position. You will be subject to drug and alcohol testing in accordance with the Department of Corrections Mandatory Drug and Alcohol Testing. In this position, you may be disqualified from employment based on the presence of marijuana in test results, even if you possess a medical card authorizing the use of medical marijuana.

A TB Test is required prior to entry on duty.

Residency Preference: When claiming residency preference, you are required, and must agree in writing, to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment. You will be required to present documents (proof) to show District residency and failure to maintain bona-fide District residency for the seven-year (7) period will result in forfeiture of employment.
