We are seeking a dynamic and detail-oriented Payroll Specialist to join our finance team. In this vital role, you will provide administrative support for the CDS, VDC, and FMS programs. The Payroll Specialist is responsible for assuring accuracy and timeliness of documents necessary to comply with Medicaid and/or VA requirements prior to processing of attendant payroll, responsible for the processing of attendant payroll for the bank, responsible for verifying completion of applications and fielding questions and complaints in an accurate and timely manner. Fills in for Payroll Supervisor during absences..

Timekeeping:

· Enter consumers’ edit slips and/or timesheets into time-keeping system

· Troubleshoot all payroll problems and inquiries in a timely manner

· Communicate with Payroll Supervisor in regard to any payroll issues

· Assure attendants are paid according to Plan of Care/Spending Plan and only when consumer is eligible for services and hours meet eligibility for Medicaid or VA reimbursement

· Document all conversations/tasks related to CDS and VC in Consumer database (CIL’s 1st)

Support In-Processing Consumers Procedures Along With Program Staff:

· Confirm consumer eligibility for services

· Ensure all documents needed to establish consumer as an employer are received and complete

· For CDS: Verify Medicaid eligibility either by computer or using a general import into billing software (record necessary information and confirmation number)

· Maintain consumer payroll files for employer and employee information

· Process employer paperwork (apply and receive tax ID numbers from state and federal agencies when needed)

· Enter new consumer information in all payroll and timekeeping systems and all tracking spreadsheets

Support In-Processing Attendants Along With Program Staff:

· Process attendant paperwork including all required background checks, W-4s and e-Verify

· Enter new attendant information in payroll and timekeeping systems

Payroll Processing

· Complete all processing procedures for attendant payroll, ensuring only eligible attendants are paid, only eligible hours are paid, and all overtime and garnishments calculated correctly

· Scan all timecards and edit slips into electronic filing system within three business days of payroll completion

Developing and Tracking Reports/Spreadsheets:

· Track requested information for reports and audit

· Keep all tracking spreadsheets and all payroll systems up to date with new care plans/spending plans, new consumers, closed consumers, and closed attendants

Other:

· Maintain adequate supply of designated materials

· Other duties or projects as assigned by Payroll Manager, Operations Director, or Executive Director

· Ensure compliance with Federal and State regulations

Education/Experience: High School diploma or equivalent. Minimum of three (3) years paid work experience in payroll field. Prior customer service experience. Experience with a non-profit organization and persons with disabilities a plus.

Language Ability: Ability to read and comprehend simple instructions, short correspondence, and memos. Ability to write simple correspondence. Ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization.

Math Ability: Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw conclusions from this data.

Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Ability to reason and apply common sense to draw accurate conclusions, solve problems, and work through nuance.

Computer Skills: Competency with Microsoft Word processing software and Excel spreadsheet software. Ability to type 35 wpm. Excellent data entry accuracy. Ability to learn and adapt quickly to new and developing software. Ability to independently navigate and explore new software to troubleshoot and identify solutions and best practices.

Work Environment:

The work environment characteristics and physical demands are of typical office administrative roles with quiet noise levels. The employee must occasionally lift and/or move up to 10 pounds. While performing the duties of this job, the employee is regularly required to sit and speak on the phone.

This is a hybrid position when duties and abilities allow. The employee is expected to be present in the office at least two (2) business days per work week barring extenuating circumstances such as inclement weather or illness. The employee is expected to comply with the Remote Working policy set forth in the employee handbook.

This position is expected to work on some holidays when Delta Center is closed to meet payroll deadlines.
