SUMMARY
The Administrator for the Site and Asset Management Division at DSHA will lead the team overseeing the housing authority’s place-based housing portfolio of 10 developments, which are a combination of Public Housing (Section 9), Rental Assistance Demonstration (RAD), and Low-Income Housing Tax Credit (LIHTC) Properties, including everything from physical condition, personnel, and budgetary oversight, to regulatory compliance and strategic planning. Additionally, the candidate is responsible for resource management, staff development and training, and healthy community and resident engagement at DSHA properties. The Administrator will ensure DSHA’s properties are maintained to high standards, with work orders and maintenance completed in a timely fashion, and that properties are financially sound through proper budgeting, execution, and oversight. The Administrator will work closely with the PHA Director, DSHA’s Finance and procurement teams, outside consultants as needed, and other colleagues across DSHA as the person primarily responsible for the PHA’s site and asset portfolio.
ESSENTIAL DUTIES AND RESPONSIBILITIES

- Responsible for the PHA’s 10 housing sites, which are a combination of Public Housing, Rental Assistance Demonstration, and Low-Income Housing Tax Credit properties, across Sussex and Kent Counties, including physical condition, budgets, resource management, regulatory compliance, personnel, staff development and training, and healthy community engagement.
- Works with PHA Director and the procurement team to approve use of and properly expend Capital Funds annually.
- Supervise three (3) managers within the Division: one (1) Manager of Property Excellence and two (2) Asset Managers.
- Leads the PHA’s effort to preserve DSHA’s Public Housing sites as deeply affordable housing through HUD’s Rental Assistance Demonstration (RAD), in concert with external consultants and the PHA Director.
- Develops key performance metrics and performance standards for Division staff to ensure prompt, complete unit management and work orders, high productivity, quality grounds management, and anticipated capital needs.
- Recommends and implements standard operating procedures, internal administrative rules and regulations, and reporting expectations for staff, in conjunction with the Manager.
- Serves as chief point of contact for external consultants supporting asset management and development operations.
- Maintains a culture of excellence, accountability, and collaboration.
- Maximizes productivity of staff to maintain high performance standards and hit key performance metrics.
- Remains aware of relevant best practices, engages with housing industry groups and events, and addresses professional development needs.
- Responsible for approving site-related expenditures.
- Knowledge of Delaware landlord-tenant code.
- Excellent writing and communication skills expected of a senior-level professional; ability to brief leadership on the strategic needs of the division.
- Ability to lead a team through uncertainty and through unanticipated challenges.
- Ability to manage and diffuse sensitive situations and interpersonal conflict.
- Ability to learn relevant new concepts and systems quickly and train others as needed.
- Proficiency in using property management software, or demonstrate ability to learn Yardi upon hire to a high level of proficiency.
- This role requires after-hours availability for maintenance emergencies, to properly deploy staff and resolve those matters promptly.
- While this job is based in Dover, DE, frequent travel across DSHA housing sites in Sussex and Kent Counties is expected on a regular basis and as needed.
MINIMUM QUALIFICATIONS
- At least 10 years of professional work experience, ideally in housing administration, asset management, development, finance, or other fields related to the duties of this role, including at least 5 years of management experience with progressive levels of responsibility.
- Knowledge of affordable housing management, property/asset management, budgeting, accounting principles, and other areas relevant to the role described above. Ideally, the candidate will have knowledge of HUD systems and policy or demonstrate the ability to quickly learn and lead on these matters.
- Knowledge and skill in supervising larger teams with varied skills and responsibilities.
- Ability to set strategic goals, implement complex projects with a team to achieve these goals, and make data-driven decisions along the way.
- Proficiency in using Microsoft Excel and other Microsoft Office suite programs and ability to learn other systems relevant to job duties.
- Holds a valid U.S. Driver’s License.
