SUMMARY
This non-State position's primary purpose is to manage complex cash activities, loan servicing operations, and financial reporting across multiple housing and development programs. The incumbent ensures accurate reconciliation, system integrity, and compliance with financial standards. The position requires advanced knowledge of integrated accounting systems, bond servicing, and grant management, with a focus on maintaining accurate ledgers and supporting audits and disclosures.
ESSENTIAL DUTIES AND RESPONSIBILITIES

Manages daily cash postings and monthly reconciliations for program accounts, ensuring alignment between system and bank balances.

Oversees financial ledger operations across multiple program entities, ensuring accuracy, timeliness, and readiness for audit and reporting cycles.

Sets up and maintains permanent and construction loans, grant accounts, and loan modifications in the Midas system.

Leads month-end processes for loan servicing and cash management, including investor activity and accruals.

Processes investment activity imports and coordinate with team members to validate and finalize entries.

Reconciles trust account bond investments and coordinate monthly debt service updates with external partners.

Onboards new bond issues, input detailed bond data, and establish sinking fund schedules for accurate debt servicing.

Prepares and distributes monthly program income and disbursement reports to internal stakeholders.

Allocates and transfers interest earned on escrow accounts in accordance with program guidelines.

Fulfills annual audit requirements, including ledger finalization, schedule preparation, and loan confirmation responses.

Performs other related duties as assigned.
JOB RESPONSIBILITIES

Knowledge of capital markets, conditions, trends, debt instruments, and impacts of Federal legislative initiatives.

Knowledge of the application of various financial computer software systems in the analysis of bond issues and economic conditions.

Knowledge of Generally Accepted Accounting Principles (GAAP), the procedures of mortgage loan processing, underwriting and servicing.

Knowledge of the principles and practices of planning, developing, implementing and evaluating housing finance programs.

Knowledge of the principles and practices of supervision. Skill in cash flow analysis and projections.

Ability to interpret economic, financial and legislative issues, analyze trends and recommend courses of action.

Ability to plan, develop, implement and evaluate housing finance programs. Ability to analyze, evaluate, develop and implement policies, procedures, and operational changes, etc.

Ability to communicate effectively both orally and in writing.Ability to establish and maintain effective working relationships with state and federal officials, mortgage lenders, realtors, underwriters, syndicators, banks, bond/tax counsels, contractors, lawyers, auditors, financial advisors, developers, bond trustees, the public and subordinates
MINIMUM QUALIFICATIONS
Bachelor's Degree in Business Administration, Accounting, or Finance, or related field, and minimum of three (3) years of experience in financial management experience with day-to-day financial operations of a large organization, preferably in public housing industry. An equivalent combination of education and experience may be considered.
THIS POSITION REQUIRES THE SUCCESSFUL COMPLETION OF A CRIMINAL BACKGROUND SCREENING AND A VALID DRIVER'S LICENSE.
