**Major Duties**

  • Responsible for the development, coordination, and implementation of quality systems, programs, and agency EBS system applications to support the inspection and surveillance of petroleum products and services.
  • Oversees the planning, implementation, and uniform application of methods for the accumulation, flow, and analysis of petroleum quality surveillance data using the EBS system.
  • Utilizes Wide Area Workflow (WAWF) to document inspection findings, monitor invoice status, and ensure prompt vendor payment.
  • Provides technical and administrative supervision to Petroleum Quality Assurance Specialist located throughout the Area of Responsibility (AOR).
  • Ensures petroleum products and services procured by the U.S. Government meet required specifications and contractual obligations.
  • Negotiates and defends the technical merits, timing, and locations of special quality programs and studies designed to identify and eliminate the source of unique systemic problems affecting fuel/additive quality and/or product conversions.
  • Provides technical guidance to commercial refineries, storage terminals, contractors, and government stakeholders on Petroleum quality or additive issues through targeted studies and coordination with internal and external partners.

**Qualification Summary**

To qualify for a Supervisory Quality Assurance Specialist (Chemicals), your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Reviewing production activities and capabilities in light of contract quality requirements. Reviewing written quality or inspection procedures for adequacy, and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans Analyzing quality data to detect unsatisfactory trends or weaknesses in the contractor's processes and initiates changes to the quality/inspection system used to evaluate the contract process Verifying by test or inspection, using sampling Inspection or intensive product inspection techniques, that products comply with requirements prior to acceptance Identifying process or procedural inadequacies and requesting/initiating corrective action Computing and analyzing data, summarizing results, and preparing reports or charts depicting pertinent relationships using statistical methods Evaluating customer complaint investigations and product deficiency reports, and providing identification of causes to appropriate authorities Reading, interpreting, and applying technical data such as blueprints, engineering drawings, product specifications, or technical manuals Reviewing and evaluating supply systems operations and procedures through periodic audits and surveillance inspection Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Salary : $120,579 - $156,755
