Duties

  • Provides assistance to DOD, Federal Agencies and authorized donor customers in screening and selecting property for reutilization.
  • Performs a variety of property disposal, control and advisory activities such as advising on the destruction, demilitarization (Demil) or abandonment of property; recognizes Demil property and its applicable requirements.
  • Ensures that the contractor completes all work on the task order. Notifies the Contracting Officer Representative (COR) if performance is not proceeding satisfactorily or if problems are anticipated and recommends remedial action.
  • Ensures sales/referrals are in accordance with good merchandising practices and regulatory requirements.
  • Resolves a variety of problems in carrying out all phases of the disposal of excess and surplus government property. Is responsible for accountable records, adjustments, inventory corrections, and monitors the record status of inventory.
  • Ensures proper handling, storage and accountability of excess or surplus property to prevent damage, loss, or personal injury.
  • Assists in the coordination, training and other aspects of the property disposal function.

Qualifications

To qualify for a Property Disposal Specialist, your resume and supporting documentation must support: OR

  • Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-09 level, applicants must possess one year of specialized experience equivalent to the GS-07 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
  • Administers the reutilization program
  • Monitors contractor performance
  • Assists customers with reutilization decisions
  • Inventory adjustments
  • Education Substitution: Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Education must be from a college or university accredited by an organization approved by the U.S. Department of Education. See http://ope.ed.gov/accreditation/Search.aspx. If using education to meet basic qualifications, YOU MUST SUBMIT A TRANSCRIPT as supplemental documentation. To qualify based on education in lieu of specialized experience, you must possess: a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LLB. or J.D., if related.

OR

  • Combination: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for grade levels GS-09 and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-09.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands: Performance of work may require frequent visits to generator collection points and areas, and inspections of field office warehousing facilities and observing customer/contractor on site operations, which requires extended walking and standing. Performs moderate to heavy lifting when moving material by hand or hand-truck. May be required to operate a variety of forklift trucks varying in capacity from 2,000 to 15,000 pounds, to move, load and unload, stack or un-stack palletized materials, supplies and equipment from point of pick up to designated location.

Work Environment: Work may be performed in an office, warehouse or outside scrap yard. Work involved regular and recurring exposure to adverse weather conditions within hazardous collection and storage facilities. This may require the use of limited safety equipment such as hard hats, safety shoes and other similar safety apparel.

This is an Expeditionary Civilian (EC) position, and the incumbent will be designated as (EE). In the event of a crisis situation, the incumbent may be required to deploy via temporary reassignment or be required to stay in place to support contingency operations. The incumbent may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively; therefore, the position requires the incumbent to be screened from military recall. Military Reservists selected for an EC position must arrange for removal from the reserve component prior to appointment to an EC position. This requirement must be met prior to placement in an EC position. Positions identified as EE are subject to deployment to combat support situations. Deployment will be via Temporary Duty (TDY) orders. Deployment may entitle the employee to additional monetary compensation dependent upon the deployment location. Additional allocations are based on the Department of State's determination of a combat zone.

The incumbent is subject to repeated deployments. Duration of deployment generally does not exceed six months with a possible dwell time of 12-18 months. The incumbent may be required to deploy as soon as 90 days from their return. The incumbent must sign the Statement of Understanding and Agreement for Expeditionary Civilian (EC) positions indicating at all times to meet and maintain readiness requirements and be fully equipped, trained and qualified to deploy. When not in a deployment status the work performed at your home station is to compliment the operations at the DLA Disposition Services location.

Substitution of education may not be used in lieu of specialized experience for this grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Drug-Free Workplace Policy

ADVISORY: Use of cannabidiol (CBD) products may result in a positive drug test for marijuana. DLA employees are subject to Federal law and under Federal law, Marijuana is a Schedule I drug and is illegal.
