What are the responsibilities and job description for the SUPERVISOR HUMAN RESOURCES SPECIALIST position at DC Department of Human Resources?
The incumbent of this position serves as the Supervisory Human Resources Specialist (Labor and Employee Relations) for Department of Behavioral Health (DBH)/Office of the Chief of Staff. The incumbent serves as the senior LER consultant for the department responsible for planning, directing, and implementing the effective delivery of LER program activities. Determines program goals, objectives and priorities, resources need, and allocation of resources in conjunction with the Director, Office of Human Resources. Serves as chief spokesperson and represents DBH and the Director of Human Resources on negotiations, mediations, arbitrations, grievance, and controversial issues. Serves as liaison Department spokesperson in meetings, conferences, and bargaining sessions with labor/employee organizations, DBH administrations, and other organizations. Develops and determines negotiation strategies on contracts, grievances, and all settlement agreements. Testifies in court, arbitration, and fact-finding proceedings regarding Department’s position and actions. Provide leadership and supervision to assigned LER staff.

Tour of Duty: 8:15 a.m. – 4:45 p.m., Monday – Friday
Duration of Appointment: MANAGEMENT SUPERVISORY SERVICE (AT WILL).

Qualification Requirement
Candidates must possess one (1) year of specialized experience equivalent to the next lower grade level. Specialized experience is experience which is directly related to the position being filled and which has equipped the candidate with the particular knowledge, skills and abilities to successfully perform the duties of the position.

Background in Law highly preferred.

RESIDENCY REQUIREMENT
