Job Summary This position is located in the District of Columbia, Department of Employment Services (DOES). The Department of Employment Services (DOES) mission is to connect District residents, job seekers, and employers to opportunities and resources that empower fair, safe, effective working communities.
Incumbent serves as an Information Technology Specialist, responsible for the design, development, documentation, implementation and maintenance of computerized applications and database systems; and the analytical processes to the planning, design and implementation of new and improved information systems to meet the business requirements of DOES. As a senior-level application systems analyst/programmer, the incumbent has full knowledge and responsibility in all phases of the application systems programming and development lifecycle for the application software system.
Duties And Responsibilities
Formulates systems scope and objectives; devises or modifies procedures to solve complex problems considering computer equipment and capacity limitations, operating time, and form of results; prepares detailed specifications from which programs can be written; designed, programs, tests, debugs, and documents programs and processes in the application software system. Monitors application performance and identifies application bottlenecks. Analyzes and diagnoses application problems and recommends corrective measures. Interfaces with vendors to resolve any problems, and other issues related to third party applications. Recommends modifications to application design to maintain/improve performance and ensures design is adequately documented.
Establishes and implements software development methodologies, procedures, and standards and ensures their conformance with District Government objectives. Evaluates off-the-shelf software routine/packages, specifying which is applicable for a particular project and recommends appropriate procurement actions to supervisor. Prepares special reports and programs to respond to request for information by authorized OCFO personnel. Incumbent closely works with accounting division at office of the Chief Financial Officer to develop, maintain, and enhance financial application and reporting system (FARS) which exists in a mainframe environment.

Qualifications and Education
Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. Or Individuals must have IT-related experience demonstrating each of the four competencies listed below:
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

Salary: $109,999- $141,707; Based on qualifications and funding

Position Designation: This position has been designated as Security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.
Residency Requirement: Applicants claiming “Residency Preference” will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
